Telangana is making significant strides towards establishing itself as a global leader in Artificial Intelligence (AI) and Quantum Technology. This ambitious vision is a key component of the state’s broader goal to achieve a one trillion-dollar economy, with the IT/ITeS sector serving as a primary driver. Sanjay Kumar, IAS, Special Chief Secretary, ITE & Communication Department, Government of Telangana, emphasized that the government views itself not merely as a regulator but as a co-creator of the future, aiming to transform Telangana from a premier IT hub into a global leader in these cutting-edge technologies through innovation and R&D engagement.
The state’s capital, Hyderabad, is already recognized as a leading global IT hub, boasting over 1200 IT companies and employing more than 4 lakh professionals directly, with an additional 6.5 lakh in indirect employment. This robust ecosystem, coupled with high-quality research institutions, deep-tech industry leaders, a culture of co-innovation with startups, and proactive government support, positions Hyderabad as an ideal location for an AI Innovation Hub.
Recent developments underscore this commitment. The GCC X Summit in Hyderabad, organized by HYSEA and 3AI, highlighted the strategic evolution of Global Capability Centers (GCCs) through AI and innovation. Sameer Dhanrajani, CEO of 3AI, noted that AI-native GCCs are becoming crucial for parent organizations to drive both top-line growth and bottom-line efficiency. Hyderabad’s rapid proliferation of GCCs, attracting 70 new centers in FY25 alone, demonstrates its growing stature, even providing stiff competition to traditional IT hubs like Bengaluru. Prashanth Nandella, President of HYSEA, reaffirmed Hyderabad’s leadership as a preferred destination for next-gen capability centers due to its vibrant IT research and innovation ecosystem, future-ready infrastructure, and proactive government support. The summit also focused on key outcomes such as India emerging as the ‘AI Office of the World,’ knowledge sharing on GenAI, AI, and analytics adoption in GCCs, and an innovation showcase featuring industry-specific applications, frameworks for GenAI CoE value realization, data governance, ethics, AI maturity mapping, and future-ready talent strategies.
In a significant move earlier in the year, Telangana partnered with QuantumBasel, Switzerland’s quantum and AI innovation hub, to establish India’s first Quantum Hub in Hyderabad. This hub will concentrate on quantum computing, AI, and innovative solutions for sectors like finance, life sciences, and logistics. It will also provide mentorship for research and startups and foster collaborations among academia, industry, and entrepreneurs. IT & Industries Minister D Sridhar Babu stated that this Quantum Hub is a ‘giant leap‘ towards making Telangana a hub for futuristic technologies.

Telangana’s AI Mission (T-AIM) has been active since 2020, declared as the ‘Year of AI,’ with a clear strategy to capitalize on the AI opportunity. The mission focuses on providing high-quality, machine-readable data through a seamless data-sharing platform, offering high-performance computing labs, preparing an AI talent pool through skilling programs, and promoting responsible and ethical AI development. The government also aims to implement AI solutions for better governance, showcasing ‘Government-as-a-buyer‘ for AI and creating opportunities for startups to scale their solutions. Collaboration between academia, government agencies, and industries is promoted to advance AI research in areas such as healthcare, agriculture, education, and public welfare.
