Singapore Leads Global AI Readiness, Cementing Position as a Top Innovator

TLDR: Singapore, already recognized as the world’s second richest country, has achieved the top spot in the 2025 AI Maturity Index by U.S. online learning provider Coursera. This ranking highlights the nation’s advanced infrastructure, robust regulatory frameworks, and proactive talent development initiatives in artificial intelligence, with significant government investment and a surge in AI course enrollments.

Singapore has solidified its standing as a global leader in artificial intelligence, securing the top position in the 2025 AI Maturity Index released by U.S. online learning provider Coursera. This achievement, reported in mid-August 2025, underscores the city-state’s comprehensive approach to AI readiness, encompassing strong infrastructure, progressive regulatory frameworks, and dedicated human capital development. The index, which assessed 109 countries, defines AI maturity as a nation’s preparedness for AI innovation. Singapore excelled across multiple dimensions, leading globally in AI and technology readiness, ranking third in business, and fifth in data science. Denmark and Switzerland followed Singapore, securing the second and third positions respectively in the global ranking.

The Coursera assessment was based on a multifaceted evaluation, incorporating enrollment figures in AI-related courses, research output from local higher education institutions, and data from the International Monetary Fund’s AI Preparedness Index. This holistic approach provides a robust measure of a country’s capacity to adopt and leverage AI technologies effectively.

Professor Simon Chesterman, senior director of AI governance at AI Singapore and vice-provost of educational innovation at the National University of Singapore, commented on the findings, stating, “We moved early on this… while many countries are onto their first AI strategy, Singapore has had a refresh of our version 2.0.” He attributed Singapore’s remarkable progress to proactive government initiatives, such as SkillsFuture Singapore, and its highly educated, well-connected populace. The commitment to upskilling is evident in the data: Coursera recorded one generative AI course enrollment in Singapore every 10 minutes in 2025, a notable increase from one every 15 minutes in 2024. To date, there have been 107,000 generative AI course enrollments on Coursera in Singapore, with 44,000 new enrollments recorded in 2024 alone. The government’s National AI Strategy 2.0 further aims to expand AI integration across various industries while preparing citizens for an AI-powered economy.

Complementing this top ranking, Singapore also demonstrated strong performance in Salesforce’s Global AI Readiness Index, released earlier in August 2025, where it ranked second globally among 16 key markets. In this index, Singapore was recognized for its leadership in regulatory readiness and AI adoption (first place), strong investment environments (second place), and talent development (third place). Brian Kealey, country leader for Salesforce Singapore, highlighted that “The Index highlights Singapore’s success as a global leader in AI readiness, stemming from early investments in infrastructure, regulatory frameworks, and human capital.” Salesforce has further committed to this ecosystem with a recent US$1 billion investment in Singapore, strategically directed towards advancing AI research, fostering talent development, and building trusted infrastructure to ensure continued AI excellence. These consistent high rankings from multiple independent assessments underscore Singapore’s strategic foresight and sustained investment in becoming a global AI powerhouse.
