Singapore Bolsters AI Trust and Data Governance with New Initiatives

TLDR: On July 7, 2025, Singapore launched three key initiatives: an expanded Global AI Assurance Sandbox, a new Privacy Enhancing Technologies (PETs) Adoption Guide, and the elevation of the Data Protection Trustmark to a national standard. These measures aim to foster a trusted ecosystem for AI deployment and strengthen data governance.

Singapore has taken a significant leap forward in establishing a robust and trusted ecosystem for artificial intelligence (AI) and data governance with the unveiling of three major initiatives on July 7, 2025. Announced by Minister for Digital Development and Information, Mrs. Josephine Teo, at the Personal Data Protection (PDP) Summit 2025, these initiatives underscore Singapore’s commitment to fostering innovation while ensuring public confidence in emerging technologies.

Central to these efforts is the expanded Global AI Assurance Sandbox. This enhanced sandbox allows more companies to test real-world AI applications in a safe and controlled environment. It now incorporates new AI archetypes, such as agentic AI, and addresses critical risks like data leakage and prompt injection vulnerabilities. The Infocomm Media Development Authority (IMDA) aims to provide essential tools, resources, and a secure setting for organizations to trial responsible AI applications. Furthermore, the Sandbox is open to sector regulators, enabling them to refine governance and testing frameworks and inform future policy guidance and accreditation for AI testers. The IMDA’s Starter Kit for Safety Testing of Large Language Model (LLM)-based applications will be utilized to standardize AI testing within the sandbox.

In parallel, Singapore has introduced a new Privacy Enhancing Technologies (PETs) Adoption Guide, developed by IMDA and the Personal Data Protection Commission (PDPC). This guide is designed to simplify the process for companies to evaluate and implement PETs, which are crucial for developing privacy-preserving AI. Building on insights from Singapore’s earlier PET Sandbox, the guide includes a Use Case Evaluation Tool to assist companies in selecting suitable PETs and an Implementation Checklist to support secure deployment. This document is intended to be a living resource, evolving with industry feedback and new use cases.

Finally, the Data Protection Trustmark (DPTM) has been elevated to a new Singapore Standard (SS 714:2025). This national certification sets a higher benchmark for data protection excellence, aligning Singapore’s standards with global best practices. The new standard provides clear requirements for critical areas such as third-party management and overseas data transfers. Companies demonstrating accountable data protection practices can now apply for certification under this new standard, with the Singapore Accreditation Council overseeing the certification process to ensure global consistency. This upgrade streamlines the certification process for companies and provides consumers with a clear indicator of strong data protection practices.
