Singapore Advances AI Governance and Quantum Resilience with New Initiatives

These efforts, announced by Minister for Digital Development and Information Josephine Teo at the Singapore International Cyber Week (SICW) 2025, underscore the nation’s commitment to shaping technology rather than being shaped by it.

Governing Agentic AI:

The Cyber Security Agency of Singapore (CSA) is set to release a new document for public consultation focused on securing agentic AI systems. This document will serve as an addendum to the existing CSA’s Guidelines and Companion Guide on Securing AI Systems, specifically addressing the unique risks associated with agentic AI. Minister Teo emphasized that this is an invitation for global collaboration, encouraging governments, researchers, and industry partners to contribute to a global reference for securing agentic AI. The goal is to shift from reactive regulation to proactive preparation, acknowledging that the full implications of these technologies cannot be entirely predicted.

Agentic AI, characterized by its ability to act autonomously, presents both immense promise and serious risks. Discussions at SICW 2025 highlighted the need for robust governance, continuous modular validation, and collaborative development of standards and protocols to build trust and confidence in this technology.

Preparing for the Post-Quantum Era:

In parallel, Singapore is making strides in preparing for the advent of quantum computing, which poses a significant threat to current encryption standards. The CSA has launched two key resources for public consultation: a Quantum Readiness Index (QRI) and a Quantum-Safe Handbook.

The Quantum Readiness Index (QRI)

is a self-assessment tool designed to help organizations, including Critical Information Infrastructure (CII) owners and government agencies, evaluate their current preparedness for quantum threats. It enables them to prioritize actions and facilitate informed discussions with senior management regarding their transition to quantum-safe systems.

The Quantum-Safe Handbook

provides detailed guidance for organizations on initiating the transition to quantum-safe cryptography. It outlines potential risks, key focus areas, and practical steps to safeguard cryptographic assets. This handbook was jointly developed by the CSA, the Government Technology Agency of Singapore (GovTech), and the Infocomm Media Development Authority (IMDA), in collaboration with leading technology companies, cybersecurity consultancies, and professional associations.

Both the QRI and the Quantum-Safe Handbook are open for public consultation from October 23 to December 31, 2025. Feedback is actively sought from CII owners, government and industry stakeholders, and technical experts to refine these crucial resources.

Minister Teo highlighted that agentic AI and quantum computing represent “an extraordinary moment in technology,” reshaping the world. She stressed the importance of collective will, wisdom, and action to govern these technologies before they govern us.
