Saudi Arabia’s SDAIA Forges Ahead in Global AI Ethics and Policy Leadership

TLDR: The Saudi Data and Artificial Intelligence Authority (SDAIA) is actively positioning Saudi Arabia as a global leader in AI ethics and policy. Through various initiatives, frameworks, and international collaborations, SDAIA is committed to ensuring responsible AI development and adoption, aligning with the Kingdom’s Vision 2030 goals.

The Saudi Data and Artificial Intelligence Authority (SDAIA) is making significant strides in advancing Saudi Arabia’s influence on global AI ethics and policy frameworks, underscoring the nation’s dedication to responsible AI development. Under the visionary leadership of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, SDAIA aims to establish Saudi Arabia as a global technology hub for advanced AI, with human safety at the core of all AI discussions to ensure benefits for humanity as a whole.

Since its inception in 2019, SDAIA has been committed to promoting best practices in data management and responsible AI use. The authority’s efforts are supported by robust policies and legislation, seeking to harness data as a vital economic asset to spur innovation and national competitiveness. Key initiatives include the Saudi academic framework for AI qualifications, a national AI index, and AI market regulatory tools, all designed to support responsible innovation while maintaining ethical integrity in technological advancements.

SDAIA plays a crucial role in certifying AI service providers within Saudi Arabia, with a certification process valid for one year across five levels, aiming to improve the maturity and reliability of AI applications and enhance the quality of AI products and services throughout the Kingdom. To ensure responsible AI adoption across sectors, SDAIA has developed comprehensive regulatory guidelines, including principles for AI ethics, generative AI for government agencies and the public, deepfake principles, and a national framework for professional standards in Data and AI. The International Center for AI Research and Ethics (ICAIRE) initiative further supports these endeavors.

In 2024, SDAIA issued the AI Adoption Framework, a guiding reference providing a comprehensive roadmap for AI adoption across all sectors in the Kingdom. This framework outlines key directions and guidelines and identifies best practices to ensure the responsible and effective implementation of AI technologies, maximizing their benefits while minimizing potential risks.

Saudi Arabia has achieved notable global rankings in data and AI indicators. In 2024, the Kingdom secured first place globally in areas such as the Government Strategy for AI Pillar, the Open Government Data Index (OGDI), the number of medals won at the World Artificial Intelligence Competition for Youth (WAICY), and the ISO/IEC 42001 certification for AI management systems. Regionally, it ranked first in the E-Government Development Index (EGDI), and globally, it secured third place in the OECD AI Policy Observatory, fourth in the Online Services Index (OSI), and seventh in the E-Participation Index (EPI). Additionally, the Kingdom ranked first in the Middle East and 14th globally in the Global AI Index.

SDAIA’s commitment extends to community participation, with initiatives like SAMAI, which has seen over 424,000 citizens register to learn AI concepts, with a target of educating one million people as part of Vision 2030. The authority also actively promotes awareness campaigns to build a knowledge society. The Personal Data Protection Law enacted by SDAIA safeguards personal information, ensuring privacy protection while regulating data sharing to prevent misuse.

In collaboration with UNESCO, SDAIA unveiled an initiative in September 2024 aimed at promoting ethical AI practices during the Global AI Summit in Riyadh. This initiative, developed in partnership with UNESCO, aims to establish a global benchmark for responsible AI development, reinforcing Saudi Arabia’s commitment to innovation grounded in ethical principles. The initiative was launched alongside the High-Level Ministerial Segment on AI Ethics and Governance at the Global AI Summit 2024 (GAIN), a program designed to share knowledge and best practices in embedding ethical standards within AI systems.

At the end of 2024, UNESCO issued its international report on the Kingdom’s readiness for AI, praising its achievements in this area. SDAIA will continue its constructive journey in 2025 by providing data-related capabilities, enhancing them with continuous innovation in AI, and building national capabilities, aiming to position Saudi Arabia at the forefront of information, data, and AI-driven economies.
