TLDR: San Francisco has initiated a citywide deployment of Microsoft 365 Copilot Chat, an AI assistant powered by OpenAI’s GPT-4o, to nearly 30,000 municipal employees. This move aims to enhance productivity, streamline administrative tasks, and improve the efficiency of public service delivery, positioning San Francisco as a global leader in responsible AI adoption within local government.
San Francisco, a recognized hub for artificial intelligence innovation, has taken a significant step in modernizing its public services by rolling out Microsoft 365 Copilot Chat to approximately 30,000 city employees. Announced on July 14, 2025, by Mayor Daniel Lurie, this initiative makes San Francisco one of the largest local governments globally to actively integrate generative AI to enhance service delivery for its residents.
The AI assistant, powered by OpenAI’s GPT-4o, is designed to be a secure, enterprise-grade tool for a wide range of city workers, including nurses and social workers. Its primary goal is to alleviate administrative burdens, allowing employees to dedicate more time to direct service provision. Tasks such as writing reports, conducting data analysis, and summarizing documents are expected to be streamlined, leading to significant productivity gains. A six-month pilot program involving over 2,000 city workers demonstrated that generative AI could save up to five hours per employee weekly.
Mayor Lurie emphasized the city’s commitment to leveraging its innovation ecosystem. “San Francisco is the global home of AI, and now, we’re putting that innovation to work with Microsoft Copilot Chat—allowing City Hall to better deliver for our residents,” stated Mayor Lurie. “As our city and the world embrace AI technology, San Francisco is setting the standard for how local government can responsibly do the same.”
Microsoft echoed this sentiment, with Chris Barry, Corporate Vice President, US Public Sector Industries, stating, “City workers are the heart of public service, and they deserve tools that help them focus on what matters most: serving their communities. With Copilot Chat, we’re giving San Francisco’s public servants a powerful AI partner that lightens administrative burdens and unlocks time for deeper, more meaningful work.” Barry also highlighted Copilot Chat’s adherence to high standards for privacy, compliance, and data protection.
The deployment comes at no additional cost to the city, as it falls under San Francisco’s existing license agreement with Microsoft. To ensure effective and responsible use, the San Francisco Department of Technology will collaborate with Microsoft on a five-week training campaign, including live workshops and office hours. Additionally, the city is partnering with the nonprofit InnovateUS to provide government-focused courses on the responsible application of AI in the public sector.
Guidelines for city workers include maintaining data security, fact-checking AI outputs, and disclosing AI use. The city explicitly prohibits using AI to create official documents or make decisions without expert human review. Mayor Lurie clarified that the technology is intended to streamline day-to-day operations and handle mundane tasks, not to replace human workers.

Specific applications of Copilot Chat are expected to include improving 311 response times, integrating data from various departments for complex issues like homelessness response, and facilitating language translation for the city’s diverse population, which speaks over 42 languages. This strategic adoption of AI aims to make city services faster and more responsive for all San Franciscans.
