The public sector is rapidly embracing generative artificial intelligence (GenAI), with a significant majority of organizations now having a strategic approach to this transformative technology. According to the seventh annual global Public Sector Enterprise Cloud Index (ECI) survey by Nutanix, a leader in hybrid multicloud computing, an impressive 83% of public sector organizations have a generative AI strategy in place. Of these, 54% are actively implementing GenAI solutions, while another 29% are in the preparation phase for implementation.
The report, based on a study conducted in the fall of 2024 by research firm Vanson Bourne, surveyed 1,500 IT and DevOps/Platform Engineering decision-makers across North and South America, Europe, the Middle East and Africa (EMEA), and Asia-Pacific-Japan (APJ) regions. The findings highlight that GenAI is no longer a futuristic concept but a present reality, with 94% of public sector organizations already deploying AI and anticipating returns on investment in as little as one year.
Despite the enthusiastic adoption, the public sector faces considerable challenges, particularly concerning infrastructure and security. A substantial 76% of IT decision-makers in the public sector believe their current IT infrastructure requires at least moderate, if not significant, improvement to fully support modern, cloud-native applications and scale GenAI effectively. This underscores infrastructure modernization as a critical priority to meet the demands for enterprise-ready data security, data integrity, and resilience that GenAI necessitates.
Security and privacy concerns are also paramount. The survey revealed that 92% of public sector leaders emphasize the need for their organizations to do more to secure GenAI models and applications. Consequently, 96% of respondents agree that security and privacy are becoming higher priorities for their organizations as a direct result of GenAI adoption.

Real-world use cases for GenAI across the public sector primarily gravitate towards enhancing constituent and employee support and experience solutions, such as chatbots, and facilitating content generation. Greg O’Connell, VP of Federal Sales, Public Sector at Nutanix, commented on the trend, stating, “Generative AI is no longer a future concept, it’s already transforming how we work.” He further emphasized the urgency for strategic investment: “Ninety-four percent of public sector organisations are already putting AI to work and expect returns in as little as one year. As public sector leaders look to see outcomes, now is the time to invest in AI-ready infrastructure, data security, privacy, and training to ensure long-term success.” The report suggests that GenAI is expected to significantly improve productivity, efficiency, and automation, promising long-term ROI for public sector organizations, provided these foundational challenges are addressed.
