Washington D.C., October 20, 2025 – The Pan American Health Organization (PAHO) has launched a pivotal new guide, ‘AI prompt design for public health,’ providing essential guidance on how to create Artificial Intelligence (AI) prompts that yield dependable, pertinent, and culturally sensitive content across various public health contexts. This publication is a significant step towards fostering the responsible integration of AI to bolster communication and decision-making processes in public health.
With the rapid evolution of generative AI, technology has transitioned from merely analyzing information to actively creating content. Public health institutions are increasingly leveraging AI for a multitude of tasks, including drafting health alerts, simplifying complex reports into plain language, developing educational materials, and simulating responses to public health challenges. These applications can significantly enhance operational efficiency, provided the AI systems are guided by clear, specific, and purpose-driven instructions.
Marcelo D’Agostino, Head of the Information Systems and Digital Health Unit at PAHO, underscored the importance of this development, stating, “Generative artificial intelligence has become a powerful tool for public health, but its effectiveness depends on how it is instructed. Good prompt design is key to unlocking its full potential.”
The guide highlights that the true value of generative AI is intrinsically linked to professionals’ ability to effectively steer it towards producing accurate and meaningful content. A ‘prompt’ is defined as the instruction given to an AI system. This can range from a straightforward query like ‘How can dengue be prevented?’ to a more elaborate request specifying tone, format, and target audience, such as ‘Write an educational message about vaccination for parents in rural areas, in clear and friendly language.’ Consequently, mastering effective prompt design is becoming an indispensable skill for all public health workers, crucial for improving operational efficiency and ensuring that public health messages are trustworthy, understandable, and actionable.
However, the guide also cautions about the inherent risks associated with generative AI, including the potential for biased, inaccurate, or inappropriate outputs. It strongly advocates for robust human oversight, emphasizing the necessity for professionals to review and approve all AI-generated content before dissemination. Among its key recommendations, PAHO suggests treating prompts as ‘living protocols’ – dynamic instructions that can be continuously tested, refined, and adapted to suit specific contexts, languages, or audiences.
