OpenAI and Japan’s Digital Agency Forge Alliance for AI Integration in Public Services

TLDR: OpenAI and Japan’s Digital Agency have announced a strategic collaboration to integrate generative AI safely and effectively into public services. This partnership includes the launch of ‘Gennai,’ an AI tool for government employees, and aligns with Japan’s leadership in global AI governance through the Hiroshima AI Process.

In a significant move towards modernizing public administration, OpenAI and Japan’s Digital Agency officially announced a strategic collaboration on October 2, 2025. The partnership aims to explore and implement generative artificial intelligence safely and effectively across various public services in Japan.

Central to this initiative is the introduction of ‘Gennai,’ a new AI tool powered by OpenAI’s advanced AI technology. This tool will be made available to government employees, with the overarching goal of leveraging AI to drive innovative use cases within the public sector. The deployment of Gennai is expected to streamline operations, enhance efficiency, and potentially transform how government services are delivered to citizens.

This collaboration underscores Japan’s proactive stance in the global discourse on AI governance. OpenAI has actively contributed to a pilot program launched by the Organisation for Economic Co-operation and Development (OECD) and the G7, which is dedicated to monitoring the Hiroshima AI Process. This process, spearheaded by the Japanese government, has yielded the ‘Hiroshima AI Process Comprehensive Policy Framework.’ This framework stands as the first international policy document to establish guidelines and codes of conduct for promoting the adoption of safe, secure, and trustworthy advanced AI systems. Its scope extends beyond the G7, encompassing governments, the private sector, academia, and civil society in Asian countries and emerging economies, with a clear objective to foster inclusive international governance on AI.

In alignment with the Japanese government’s policies, OpenAI has committed to actively pursuing initiatives that ensure secure and reliable government AI. This includes exploring ISMAP (Information system Security Management and Assessment Program) certification, a crucial step towards validating the security posture of AI systems used in sensitive government environments.
