The report highlights a worldwide scramble by governments and regulators to address the complex and rapidly evolving landscape of AI, encompassing generative AI, agentic AI, and sovereign AI systems.

Examples include the UK’s AI Opportunities Action Plan, which has attracted an impressive £14 billion ($17.6 billion) in investment, and the EU’s commitment of €20 billion ($21 billion) specifically for the establishment of AI gigafactories.
Sector- and Activity-Specific Approaches: A growing trend sees several countries opting for targeted regulatory frameworks tailored to specific industries or use cases, moving away from a ‘one-size-fits-all’ approach.
Prioritizing Ethical Frameworks: Governments are increasingly focusing on developing robust ethical guidelines for AI deployment. Additionally, maintaining technological sovereignty for national security and data governance reasons is becoming a priority. These evolving standards aim to foster public trust, which is crucial for the broader acceptance and utilization of AI technologies.
Regulatory Harmonization: The report strongly recommends that governments align new AI regulations with existing legal frameworks.
