Odisha Government Partners with TCS for Advanced AI-Powered Financial Management System

TLDR: The Government of Odisha has selected Tata Consultancy Services (TCS) to develop and implement IFMS 3.0, an AI-enabled Integrated Financial Management System. This next-generation platform, built on cloud-native and microservices architecture, will automate public finance workflows, enhance transparency, and provide real-time financial insights using TCS’s AI Workbench, including features like multilingual chatbots.

MUMBAI, September 5, 2025 – Tata Consultancy Services (TCS), a leading global IT services, consulting, and business solutions organization, has announced a strategic partnership with the Government of Odisha to design and implement the Integrated Financial Management System (IFMS) 3.0. This initiative marks a significant leap in Odisha’s digital transformation roadmap, aiming to modernize and streamline the state’s public finance management through advanced technology.

IFMS 3.0 is envisioned as a next-generation, AI-enabled platform built on cloud-native technologies and a microservices-based architecture. Its primary objective is to automate the state’s comprehensive public finance workflows, encompassing budgeting, expenditure management, revenue management, and accounts management. The system is designed to unify these critical financial operations into a single, cohesive source of truth, thereby enhancing efficiency, transparency, and accountability across government departments.

A key differentiator of IFMS 3.0 is its integration of Artificial Intelligence (AI) capabilities through TCS’s proprietary AI Workbench (AIWB). This open-source solution is specifically designed to support AI/ML projects in various operational areas, including model development, monitoring, and retraining. The AIWB will enable IFMS 3.0 to leverage analytics and machine learning for improved decision-making and operational processes. Notable AI-powered features include multilingual chatbot interactions to enhance user experience, automate service desk procedures, and address frequently asked questions, thereby aiding IFMS users in their daily tasks.

This collaboration builds upon a long-standing partnership between TCS and the Government of Odisha, which began in 2005 with the implementation of the integrated Odisha Treasury Management System. The relationship progressed through the successful deployment of IFMS and IFMS 2.0, culminating in the launch of this third-generation solution.

IFMS 3.0 combines advanced technology and user-centric design to deliver smarter governance. With real-time financial visibility, enhanced precision, and a future-ready architecture, this platform will empower Odisha to deliver more effective public services to its citizens.”

Tej Paul Bhatla, Senior Vice President and Head Government Business, India at TCS, further elaborated on the system’s benefits: “This new system unifies budgeting, payments, receipts, and accounts into a single source of truth. With AI-assisted insights and intuitive workflows, IFMS 3.0 will allow officials to monitor programmes in real time, accelerate reporting, and make confident, data-driven decisions.”

Beyond its core functionalities, IFMS 3.0 incorporates advanced enhancements aimed at streamlining financial processes, improving data precision, and enabling real-time monitoring and reporting. The system will provide live tracking of funds and expenses for improved accountability, efficient budgeting and revenue planning tools, robust data security, advanced analytics, and mobile accessibility, allowing officials to monitor finances remotely.
