Norwegian Businesses Witness Explosive Growth in Artificial Intelligence Adoption

TLDR: Norwegian companies are rapidly integrating artificial intelligence, with adoption rates showing a significant surge. A recent survey indicates that over one in five enterprises now utilize AI technologies, a substantial increase from previous years. This acceleration is driven by a focus on generative AI and text analysis, supported by robust government strategies and initiatives aimed at positioning Norway as a global AI leader.

Norwegian businesses are experiencing a dramatic surge in the adoption of artificial intelligence (AI) technologies, marking a rapid acceleration in the country’s digital transformation. Recent data highlights that the integration of AI has seen a more than threefold increase in some areas over the past few years, underscoring a growing commitment to leveraging advanced analytics and automation.

According to the ‘ICT usage in enterprises’ survey from Statistics Norway, released in October 2024, approximately 21 percent of Norwegian enterprises with at least ten employees are now utilizing one or more AI technologies. This figure represents more than double the percentage from the previous year. Looking further back, the adoption rate was merely 4 percent in both 2021 and 2023, indicating a substantial leap to 15 percent by 2024, which is indeed more than a threefold increase over this period. Generative AI, capable of creating new content such as text, code, images, or video, is identified as the most widely adopted AI technology, with text analysis showing the fastest growth. Enterprises within the information and communication sector are leading this charge, with around three out of five companies actively employing AI technologies, significantly outpacing other sectors.

This rapid integration is not merely a corporate trend but is actively fostered by strategic national initiatives. The Norwegian government, through its ‘National Digitalisation Strategy for 2024-2030’, aims to establish a national infrastructure for AI by 2030. The goal is to ensure Norway remains at the forefront of ethical and safe AI use, providing favorable conditions for businesses to develop and deploy AI solutions. A significant commitment was made in 2023 with the allocation of NOK 1 billion towards AI research and development efforts.

Further reinforcing this commitment, Norway launched KI-Norge (‘AI Norway’) in July 2025, a national hub designed to promote the innovative and responsible use of generative artificial intelligence. Housed within the Norwegian Digitalisation Agency (Digdir), KI-Norge includes an innovative AI Sandbox, offering a controlled environment for companies, particularly startups and small-to-medium enterprises, to experiment with AI systems. This initiative is a cornerstone of Norway’s new AI governance system, aligning with the upcoming EU AI Act, which will provide a comprehensive legal framework for AI in the country.

Insights from the ‘AI Report Norway 2025’, published in May 2025, reveal a young and rapidly expanding AI ecosystem. Over 30 percent of identified AI companies were founded in 2022 or later, with more than half launched after 2019. The median age of these companies is just 7.9 years, highlighting the dynamic nature of the sector. The report also notes that between 2020 and 2025, total web traffic to Norwegian AI tools more than doubled, although traffic remains highly concentrated among a few key players.

Experts at ‘AI WEEK 2025’, a dedicated event exploring AI’s impact across various sectors, emphasized Norway’s unique position to lead in AI. Conservative Party politician Nikolai Astrup, during a panel, stressed that ‘Leaders who don’t adopt AI now risk falling behind. AI is no longer a future technology—it’s a strategic lever for efficiency, insight, and growth.’ The event highlighted the need for nurturing startups, enabling scale-ups, and fostering cross-sector collaboration, along with significant investment and strong academic partnerships, to solidify Norway’s role as a global AI hub.
