The comprehensive strategy, reportedly outlined in a 19-page document titled “National Artificial Intelligence Policy 2081,” aims to transform Nepal into a tech-powered nation, moving beyond being merely a consumer of technology to a developer and innovator.
A key objective of the new policy is to bolster the burgeoning Nepali IT industry, enabling local companies to expand their AI services into the international market. The policy places a strong emphasis on human capital development, advocating for skill enhancement initiatives across all educational tiers, from schools to universities. Concurrently, it seeks to raise general public awareness about AI at the local level, ensuring broader societal engagement and understanding. Furthermore, the policy actively encourages the integration of AI solutions into public service delivery, promising enhanced efficiency and accessibility for citizens.
The vision underpinning this policy is to build a “prosperous, inclusive, and ethical Nepal” through the active development and responsible use of AI. Its mission is to achieve substantial social and economic growth by harnessing the transformative potential of AI across various sectors, including agriculture, tourism, healthcare, and governance. A bold goal articulated within the policy is to significantly increase AI’s contribution to the nation’s Gross Domestic Product (GDP).
To ensure robust implementation and oversight, the policy outlines a detailed governance structure. It proposes the establishment of two primary institutions: the AI Regulation Council and the National AI Center. The AI Regulation Council, envisioned as a high-level body chaired by the Communication Minister and including key figures like the Nepal Rastra Bank Governor, will be responsible for setting ethical and legal guidelines for AI development and deployment. The National AI Center is designated as the central hub for implementation, coordination, and promotion of AI initiatives nationwide.
