Namibia Advances Legislation for Artificial Intelligence and Digital Safety

TLDR: Namibia is actively developing comprehensive legislation, including a Draft AI Bill, Data Protection Bill, and Cybercrime Bill, to regulate artificial intelligence and enhance digital safety as part of its national digital transformation strategy. This initiative aims to foster innovation while addressing ethical and privacy concerns.

Namibia is making significant strides in its digital transformation journey by actively drafting a suite of legislative measures aimed at governing artificial intelligence (AI) and ensuring digital safety. The proposed legal framework includes a dedicated Draft AI Bill, a Data Protection Bill, and a Cybercrime Bill, all designed to create a robust regulatory environment for the nation’s burgeoning digital landscape.

Information and Communication Technology (ICT) Minister Emma Theofelus announced that these legislative efforts are a crucial component of Namibia’s broader digital transformation strategy. The initiative reflects a proactive approach to harness the potential of AI while mitigating associated risks.

Further insights into Namibia’s vision for AI governance highlight a comprehensive National AI Strategy, launched earlier in 2025. This strategy emphasizes the country’s intent to utilize and embed AI across various local processes, focusing on key sectors such as healthcare, education, agriculture, and mining. In healthcare, AI applications are envisioned to boost diagnostics and personalize treatments, enabling predictive tools for early disease detection. For education, personalized learning platforms are expected to tailor lessons, allowing educators to concentrate on high-impact tasks. The agricultural sector, vital to many Namibians, stands to benefit from precision farming and advanced weather prediction tools, aiming to increase yields and promote sustainability.

The strategy also outlines a commitment to building an enabling ecosystem for innovation, which includes providing better broadband infrastructure, increasing training opportunities, and developing relevant policies to drive ethical and inclusive AI. A decentralised governance structure is planned, with a National AI Council overseeing sector-specific Technical Working Groups (TWGs) to ensure AI adoption aligns with national objectives. This strategic move positions Namibia not only to keep pace with global technological trends but also to emerge as a thought leader in AI among developing nations.
