Chișinău, Moldova – September 26, 2025 – The Republic of Moldova has taken a significant step towards its digital future with the official launch of the Moldova AI Hub, a national project designed to accelerate the development of the artificial intelligence (AI) ecosystem. A comprehensive consortium of public, private, and academic entities, alongside international partners, formalized their commitment by signing a Memorandum of Understanding (MoU) at the Orange Digital Center in Chișinău.
The founding partners of this ambitious initiative include the Ministry of Economic Development and Digitalization of the Republic of Moldova (MDED), the Electronic Governance Agency (AGE), Moldova Innovation Technology Park (MITP), the Investment Agency of Moldova, the Technical University of Moldova (UTM), Nicolae Testemițanu State University of Medicine and Pharmacy (USMF), the United Nations Population Fund (UNFPA) in Moldova, the American Chamber of Commerce in Moldova (AmCham Moldova), the National Association of ICT Companies (ATIC), Orange Moldova, ACTech, Moldcell, and Tilde.
Moldova AI Hub is envisioned as a center of excellence, bringing together applied research, innovation, and competence building. Its core mission is to identify and scale AI solutions with significant economic and social relevance, particularly in vital sectors such as healthcare, education, public services, and digital infrastructure. A cornerstone of the project is the commitment to responsible governance, ensuring that AI development aligns with national priorities, European regulations, and international standards concerning ethics, human rights, and data protection.
Nicoleta Colomeeț, Director of the Electronic Governance Agency, emphasized the transformative potential: “Moldova AI Hub will contribute to the development of a new generation of digital public services, where artificial intelligence, digital identity, and data protection will go hand in hand. Within AGE, we are already working on the European digital wallet in version EVO 2.0 and integrating eKYC technologies, which will transform how citizens access and use state services. We are, in fact, the first public institution to define an internal policy for the use of artificial intelligence and actively apply it in our internal work processes. Today’s Memorandum confirms that digitalization and innovation are our commitments for a European digital future for the Republic of Moldova.”
Orange Moldova, a key private sector partner, brings extensive technological experience and the know-how of the Orange Group, which already leverages AI for intelligent networks, data security, and enhanced customer experience. Olga Surugiu, CEO of Orange Moldova, stated, “Artificial intelligence can profoundly change how we live and work, but its success depends on how we build it. With Moldova AI Hub, we have the chance to place ethics, safety, and citizen relevance at the center of development from the outset. Orange Moldova contributes its technological expertise and the Orange Group’s know-how in AI and network security, aiming for Moldova AI Hub to become a regional example of responsibility, progress, and collaboration among the public, private, academic, associative, and international sectors.”
Orange is a European leader in the responsible integration of AI, having developed proprietary GenAI tools like the Dinootoo platform, used by tens of thousands of employees for daily work efficiency. In Moldova, AI is already integrated into Orange’s operations, managing approximately 30% of simple customer requests automatically and using algorithms for network fault prediction to ensure faster interventions and better service quality.
Alexandru Gozun, President of AmCham Moldova, highlighted the current stage of AI adoption: “We are still in the earliest stage of artificial intelligence utilization, and real progress means moving quickly from superficial AI consumption to purpose-oriented production. This Memorandum is precisely about that – uniting our efforts so that, as a country and society, we can excel in both directions.”
Dinu Țurcanu, Vice-Rector for Digitalization at the Technical University of Moldova, underscored the academic role: “Universities have an essential role in building a solid Artificial Intelligence ecosystem – through competence development, applied research, and interdisciplinary collaboration with industry and the public sector. By signing this Memorandum and our active involvement in Moldova AI Hub, the Technical University of Moldova confirms its commitment to bringing science and education closer to the needs of society and the economy.”
The project places a strong emphasis on skills development, including integrating AI literacy, ethics, and data governance into educational programs, fostering collaborative research between universities and industry, and providing training for professionals and public officials. Additionally, the initiative seeks to connect Moldova with international networks and hubs for expertise exchange, joint projects, and access to advanced resources.

For implementation, the partners will establish joint coordination and monitoring mechanisms, launch open calls for impactful AI projects, and create conditions for testing, validation, and scaling. Concurrently, efforts will be made to consolidate access to necessary technical infrastructure and secure data platforms, alongside mobilizing investments for startups and strategic initiatives.
