AUSTIN, Texas – October 28, 2025 – The State of Missouri has announced a significant transformation of its finance operations through the implementation of the Oracle Fusion Cloud Applications Suite. This strategic adoption is set to standardize financial processes, enhance efficiency, reduce operational costs, and improve critical decision-making across the state’s extensive governmental framework.
Home to over six million residents, Missouri oversees a substantial $53.1 billion annual budget distributed among 17 executive departments. Previously, the state grappled with disparate, legacy systems that necessitated extensive manual reconciliation and reporting. These outdated methods led to considerable operational inefficiencies, data silos, and, crucially, impeded the state’s capacity to integrate new technological advancements, including embedded artificial intelligence (AI) capabilities.
Following a comprehensive vendor evaluation, the Missouri Office of Administration opted for Oracle Fusion Applications to centralize and modernize its processes in the cloud. Kenneth Zellers, commissioner of the Office of Administration for the State of Missouri, emphasized the necessity of this change. “Our operations were constrained by outdated legacy systems. To better serve the citizens of Missouri, we needed to prioritize financial discipline across statewide operations and lay the foundation for long-term growth and prosperity,” Zellers stated. He added, “With these applications, we can take advantage of advanced capabilities to increase the speed and accuracy of processes and maintain the fiscal responsibility that Missouri taxpayers expect and deserve.”
The implementation includes Oracle Fusion Cloud Enterprise Resource Planning (ERP) to boost productivity, lower costs, and strengthen financial controls. Notably, Missouri has become the first U.S. state to manage its entire budget planning process—from initial development through legislative review—using Oracle Fusion Cloud Enterprise Performance Management (EPM), a component of Oracle Cloud ERP. This integration has already simplified financial planning, refined processes, and enhanced decision-making capabilities.
Looking ahead, Missouri also plans to incorporate Oracle Fusion Cloud Human Capital Management (HCM) to gain deeper insights into its workforce, streamline HR operations, and elevate the employee experience.
Steve Miranda, executive vice president of applications development at Oracle, highlighted the broader impact of such modernization efforts. “State governments today are managing increasingly complex budgets with tighter resources while facing demand for greater transparency and accountability from constituents about how their tax dollars are spent,” Miranda commented. He concluded, “With Oracle Fusion Applications, Missouri can embrace continuous innovation to increase operational efficiency, enhance the delivery of services to citizens, and strengthen public trust.”
