TLDR: Microsoft has unveiled two new AI agents, App Builder and Workflows, for its Microsoft 365 Copilot, enabling users to create functional applications and automate tasks using simple text prompts. These tools, part of the ‘Frontier programme,’ aim to democratize software development and streamline business processes, though they also raise concerns about ‘shadow IT’ within organizations.
Redmond, WA – October 29, 2025 – Microsoft today announced a significant expansion of its Microsoft 365 Copilot capabilities with the introduction of two powerful new AI agents: App Builder and Workflows. These innovations are designed to empower a broader range of users, including those without traditional coding expertise, to create applications and automate routine tasks through natural language prompts.
The App Builder agent allows Microsoft 365 Copilot subscribers to generate functional business applications simply by describing their needs in text. Users can now build custom apps complete with dashboards, charts, and data storage, leveraging existing Microsoft 365 data. The data for these user-generated applications will be stored within Microsoft Lists, Microsoft’s lightweight database system, ensuring integration within the Microsoft 365 ecosystem. This feature promises to transform how individuals and teams approach rapid application development, making it as intuitive as a conversation.
Complementing App Builder is the new Workflows agent, which automates tasks across a suite of Microsoft services including Outlook, Teams, SharePoint, and Planner. By converting natural language instructions into automated processes, the Workflows agent aims to streamline operations, reduce manual workloads, and accelerate digital transformation within enterprises. Users can easily set up and adjust these automations through conversational prompts.
Both App Builder and Workflows agents are currently accessible to Microsoft 365 Copilot users enrolled in the company’s ‘Frontier programme,’ an early access initiative. While the Workflows agent is immediately available in the Copilot Agent Store, the App Builder agent is slated for release later this week. Additionally, a lightweight version of Copilot Studio is now directly integrated into Copilot, allowing users to build specialized AI agents tailored to specific needs.
Charles Lamanna, Microsoft president of business and industry Copilot, underscored the transformative potential of these new tools, stating, “Using these agents and Copilot Studio, Copilot now enables employees to turn ideas into impact by creating apps, workflows, and agents—just as easily as having a conversation.” This sentiment was echoed by Microsoft CEO Satya Nadella, who announced the launch on Twitter, highlighting the company’s commitment to leveraging generative AI for enhanced productivity.
The new functionalities are included in existing Microsoft 365 Copilot subscriptions, priced at $30 per user per month, with no additional licensing required for app building. Microsoft estimates that approximately 100 million users currently have access to the Microsoft 365 platform, indicating a vast potential user base for these new AI-driven capabilities.

While these advancements democratize app creation and position Microsoft as a leader in the AI productivity space, they also bring forth discussions around ‘shadow IT.’ The proliferation of employee-created applications without official IT oversight could present governance and security challenges for administrators. Microsoft has acknowledged these concerns but suggests that the majority of employee-built apps may not necessitate extensive IT supervision, aiming for a balance between innovation and control.
