Microsoft Addresses Evolving Governance for Autonomous AI Agents in Power Platform

The core imperative is to adapt existing governance models to effectively manage these advanced AI entities, ensuring comprehensive visibility, stringent cost control, and the fostering of innovation within clearly defined guardrails.

Traditional governance models, initially designed for low-code applications and automation, are being refined and expanded to accommodate the escalating demands of more capable AI agents and the growing body of industry regulations. Microsoft emphasizes that its Power Platform, which enables organizations to build low-code apps and automation within established governance and operational models, can readily extend this framework to AI agents.

Central to this strategic shift is Microsoft Copilot Studio. Built upon the extensive developments and experiences from the Power Platform, Copilot Studio allows organizations to leverage their existing resources for AI agent deployment and management. According to Microsoft’s FY25 Q3 earnings release, Copilot Studio has seen significant adoption, with over 230,000 organizations utilizing the platform, including 90% of the Fortune 500. This widespread adoption underscores its pivotal role in the ongoing ‘agent shift.’

The scale and speed of AI agent adoption highlight the critical importance of robust governance. Industry projections further emphasize this urgency, with IDC forecasting a staggering 1.3 billion AI agents by 2028. This rapid proliferation necessitates a proactive approach to governance.

Microsoft advises CIOs to focus on five key areas: cultivating a governance mindset for agents, applying low-code lessons directly to agent management, driving visibility, cost control, and business value, empowering innovation with guardrails, and fostering community, training, and experimentation to drive adoption. A crucial aspect of this evolving mindset is to consider agents as ‘digital labor,’ assigning them trackable identities, defining their roles and permissions, and continuously monitoring their behavior and performance. Microsoft’s 2025 Work Trend Index indicates that ‘Frontier Firms’—organizations powered by intelligence on tap and human-agent teams—are progressing through three phases of AI evolution, from assistants to digital colleagues capable of running entire business processes. This progression redefines collaboration, shifting humans from users to orchestrators of digital labor. The level of autonomy for agents will vary, from low-risk activities like answering questions to handling complex tasks such as RFPs and pricing proposals autonomously.

Microsoft’s FY26 plans include aggressive tactics to gain market share in the AI agent enterprise space, facing competition from major players like Palantir, Google, and OpenAI. As part of this strategy, Microsoft plans to build a library of pre-built agents and deploy ‘Forward Deployed Engineers’ (FDEs) to customer environments for fixed periods (four weeks to ninety days) to assist in developing up to five agreed-upon agents. While agents currently represent a relatively small revenue stream for Microsoft, with Copilot Studio delivering $18 million in Q4 FY25, the company is clearly investing heavily in this rapidly expanding sector.
