Mexico has embarked on a significant journey towards fostering responsible artificial intelligence with the launch of ‘Modelo México,’ a collaborative initiative spearheaded by the United Nations Educational, Scientific and Cultural Organization (UNESCO), the National Chamber of the Electronics, Telecommunications, and Information Technologies Industry (CANIETI), and Microsoft. Unveiled on November 4, 2025, this program is designed to train the nation’s private sector in the ethical development and responsible use of AI systems, with a keen focus on mitigating risks from the initial design phase.
The initiative specifically targets Micro, Small, and Medium-sized Enterprises (MSMEs), which form a crucial economic backbone of Mexico and are rapidly adopting AI technologies. However, a joint study by UNESCO and Microsoft has revealed a notable disparity: while 49% of MSMEs plan to invest in AI within the next 12 to 18 months and 60% already possess a defined AI strategy, only 49% have developed internal policies for AI regulation. This gap presents potential operational, ethical, and compliance risks that could hinder the technology’s benefits or lead to negative consequences.
Paola Cicero, Social and Human Sciences Officer at UNESCO in Mexico, emphasized the importance of this program, stating, “MSMEs are an economic base of Mexico and can be strengthened through various technologies. With Modelo México, we seek to ensure that if they incorporate AI systems, they can do so with greater security and confidence. AI is a reality, and the best approach is to unlock its benefits and reduce its risks for sustainable development.”

‘Modelo México’ is firmly rooted in UNESCO’s Recommendation on the Ethics of AI, the world’s first and only normative framework on AI ethics. The program aims to provide a structured guide to address the governance gap, covering the complete life cycle of AI technology. The long-term vision is to facilitate a structural change in AI implementation across Mexico, transitioning from micro-enterprise to the industrial sphere, thereby strengthening responsible, inclusive, and sustainable technological development. This strategic move is expected to build essential trust among developers and users, fostering an ecosystem that prioritizes ethics and human rights in AI deployment.
