The company began notifying users about this update around October 7, 2025, through in-app prompts and emails. The new policy will apply to users in global markets, with notable exceptions for those residing in South Korea, the United Kingdom, and the European Union, where stricter data privacy regulations are in place.
According to Meta, the integration will involve both text and voice interactions with Meta AI, its generative assistant. If a user, for instance, discusses hiking with Meta AI, they might subsequently see recommendations for hiking groups, posts about trails, or advertisements for hiking gear on Facebook or Instagram. This move is positioned by Meta as an effort to make AI products more relevant, understand user goals, and help accomplish tasks more efficiently, ultimately improving the overall user experience.
A key aspect of this policy is the absence of a direct opt-out mechanism for users in the affected regions. The only way for concerned users to prevent their AI chat data from being used for ad targeting is to cease using Meta’s AI products entirely. This lack of an opt-out has raised concerns among privacy advocates regarding user autonomy and data ethics.
Meta has, however, stipulated clear guardrails regarding sensitive information. The company has affirmed that conversations pertaining to religious views, sexual orientation, political views, health, racial or ethnic origin, philosophical beliefs, or trade union membership will not be factored into ad targeting. This aligns with Meta’s existing policies against targeting users based on these sensitive categories. Meta privacy head Christy Harris reportedly stated during a press briefing that “We have existing policies around the information that people might consider sensitive, and those will continue to apply.”
The scale of Meta AI’s usage is substantial, with over 1 billion people interacting with the AI tool monthly. These conversations are often described as long and detailed, providing a rich source of data about users’ personal interests. The policy update will also extend to Meta wearables, including its smart glasses, where voice recordings, pictures, and videos powered and analyzed by the Meta AI chatbot will contribute to the data pool.
