Karnataka and Berlin Forge Strategic Alliance for Global Startup and AI Innovation

TLDR: The Indian state of Karnataka and the city of Berlin have officially partnered through a Joint Declaration of Intent to foster global collaboration in the startup and AI sectors. This alliance, signed on July 9, 2025, aims to facilitate startup exchange, provide soft-landing support, and deepen cooperation in key areas such as FinTech, AI, IT/Digitalisation, and Life Sciences, with a special focus on women-led enterprises and green innovation. Berlin will also establish its India headquarters in Bengaluru.

In a significant stride towards strengthening international cooperation in innovation and emerging technologies, the Government of Karnataka, India, and the State of Berlin, Federal Republic of Germany, formally signed a Joint Declaration of Intent on July 9, 2025. This landmark agreement marks a pivotal moment in solidifying ties between Bengaluru and Berlin, two of the world’s leading technology ecosystems.

The formalization ceremony was graced by the presence of key dignitaries, including Priyank Kharge, Karnataka’s Minister for IT/BT and Rural Development, and Franziska Giffey, Mayor and Senator for Economic Affairs, Energy and Public Enterprises, Berlin. The collaboration is a cornerstone of Karnataka’s flagship Global Innovation Alliance (GIA) initiative.

The core objectives of this strategic partnership are multifaceted, aiming to promote robust startup exchange programs, provide essential soft-landing support for businesses expanding into new markets, and foster deeper technological and innovation collaboration. The focus areas are strategically chosen to leverage the strengths of both regions: Artificial Intelligence (AI), FinTech, IT/Digitalisation, and Life Sciences.

Minister Priyank Kharge emphasized the transformative potential of this alliance, stating, “The partnership will reduce the distance between Berlin and Bengaluru by enabling startup exchange, soft-landing support and deeper tech and innovation collaboration.” He further highlighted the inclusive nature of the initiative, underscoring a strong commitment to supporting women-led enterprises and promoting green innovation, reflecting a shared vision for equitable and sustainable growth.

Adding to the strategic depth of the partnership, Berlin has announced its decision to establish its India headquarters in Bengaluru. This move is expected to further cement Karnataka’s reputation as a global hub for technology and innovation. Berlin is also poised to offer a comprehensive suite of support services to Indian startups, including seed funding, advisory assistance, investor networking opportunities, and access to co-working spaces.

The Berlin delegation, led by Mayor Giffey, undertook a two-day visit to Bengaluru, engaging with various key institutions. Their itinerary included strategic stops at the Infosys campus, RV College of Engineering, and the Indian Institute of Management Bangalore, aimed at showcasing Karnataka’s vibrant innovation landscape and fostering knowledge exchange. The delegation also held discussions with prominent industry associations, such as NASSCOM, to identify avenues for collaborative research, technology development, and investment facilitation.

To ensure the effective implementation and sustained progress of this alliance, both governments will soon institutionalize the partnership through a joint steering committee and dedicated nodal points. This governance structure will be tasked with monitoring progress, designing co-branded innovation programs, and ensuring alignment with mutual economic and innovation goals.

The economic and academic ties between Germany and Karnataka already provide a robust foundation for this enhanced partnership. In 2024, Berlin’s exports to India reached approximately EUR 140 million, with imports totaling around EUR 273 million, primarily consisting of goods such as electrical equipment, machinery, clothing, and electronics. The significant Indian diaspora in Berlin, comprising 41,000 residents and 3,350 Indian students enrolled in the city’s universities in 2023, further strengthens the cultural and intellectual exchange between the two regions.
