Japan Grapples with Surge in AI-Generated Bear Videos Amidst Rising Real-Life Encounters

TLDR: Fake videos of bear encounters, often created using generative AI, are proliferating on social media in Japan, coinciding with a significant increase in actual bear sightings and attacks. Experts are concerned these misleading videos could desensitize the public to real dangers and lead to inappropriate reactions during bear encounters, potentially exacerbating dangerous situations. Legal consequences, including criminal charges, are being warned for those who create or share such deceptive content.

Social media platforms, particularly TikTok, are experiencing a rapid increase in AI-generated videos depicting various bear encounters across Japan. These fabricated scenarios include seemingly authentic news reports of bear sightings in urban areas, an elderly woman feeding fruit to a bear, a high school girl bravely fending off a bear, and a bear absconding with a pet dog. These videos, despite their realistic appearance, are entirely artificial creations.

A recent investigation by The Yomiuri Shimbun into 100 bear-related videos on TikTok, using Japanese search terms for ‘bear’ and ‘video,’ revealed that approximately 60% displayed the ‘Sora’ mark, indicating their origin from OpenAI’s generative video model. Some users openly acknowledge the use of generative AI in their profiles, and these videos have garnered hundreds of thousands of views.

One of the primary concerns is the deceptive nature of these AI-generated videos, which can be difficult to distinguish from genuine footage. Some videos even falsely claim bear sightings in specific locations where actual incidents have occurred, such as a fabricated report of a 1-meter-long bear captured after entering a convenience store in Noshiro, Akita Prefecture, or scenes of people fleeing a bear in Nanao, Ishikawa Prefecture. Local government officials have explicitly refuted the authenticity of these specific incidents, highlighting the potential for public alarm and disruption to official duties.

Bear experts, including Professor Shinsuke Koike of Tokyo University of Agriculture and Technology, express profound alarm over the proliferation of these fake videos. They fear that such content could foster dangerous misconceptions about appropriate responses during real-life bear encounters. Encouraging behaviors like approaching or feeding bears, as sometimes depicted in these videos, is extremely hazardous and can lead to bears losing their natural fear of humans, thereby escalating the risk of attacks.

Former prosecutor Tanimoto has issued a stern warning regarding the legal ramifications of creating or sharing these deceptive bear videos. He stated that uploading content falsely claiming a bear’s presence at a specific shop or public venue could impede police operations or trigger unwarranted emergency responses. Such actions might constitute the crime of obstructing official duties by deception, which carries a potential penalty of up to three years in prison. Furthermore, if a business is directly impacted, charges of business obstruction or defamation could also be pursued.

The surge in AI-generated bear videos is occurring concurrently with a significant nationwide increase in actual bear sightings and attacks in Japan. This alarming trend has resulted in numerous injuries, a record number of fatalities, and the deployment of Self-Defense Force units to affected regions like Akita Prefecture.

In light of these developments, authorities and experts are strongly advising the public to refrain from posting or sharing misleading bear-related content. This cautionary measure aims to prevent widespread social confusion and mitigate the risk of serious legal consequences for individuals involved. The public is urged to verify information from multiple credible sources before believing or disseminating content found on social media.
