Addressing the audience at Semicon India 2025, Prime Minister Modi underscored the global confidence in India’s technological prowess, stating, “The world believes in India, and the world is ready to build the semiconductor future with India.” He aptly termed semiconductors as the ‘digital diamonds’ of the modern age, highlighting their critical role in defining the 21st century across all sectors.
Key Pillars of India’s Tech Revolution:
1. Semiconductor Ecosystem: India’s semiconductor ambitions have gained significant momentum, with five landmark projects receiving approval, attracting a combined investment nearing ₹1.52 lakh crores. The nation anticipates its first indigenous semiconductor chip to be ready for production by 2025. This focus is a cornerstone of India’s strategic independence and technological leadership.
2. Artificial Intelligence (AI) Advancement: India is witnessing a transformative revolution in AI, driven by government efforts to foster an accessible AI ecosystem. The national compute capacity has surpassed 34,000 GPUs, with the IndiaAI compute portal offering these resources at subsidized rates of ₹67 per hour, significantly below the market average of ₹115 per GPU hour. This initiative democratizes access to crucial AI infrastructure, empowering researchers and startups.
3. Research, Development, and Innovation (RDI) Scheme: Approved in July 2025, the RDI scheme is a game-changer, backed by a massive ₹1 lakh crore fund dedicated to private-sector-led high-tech research. It prioritizes projects with real-world applications in advanced manufacturing, defense technology, and green energy, including a Deep-Tech Fund of Funds for cutting-edge areas like semiconductors, advanced robotics, and green hydrogen.
4. Digital India Stack and Governance: The ‘Digital India Stack,’ launched in 2015, continues to power fintech, e-health, e-learning, and governance, serving as a global benchmark adopted by countries like Singapore, UAE, Morocco, and the Philippines. PM Modi’s vision aims to remove bottlenecks of outdated governance, replacing them with digital-first, citizen-centric solutions. Initiatives like the JAM Trinity (Jan Dhan-Aadhaar-Mobile) have integrated banking, identity, and digital payments, eliminating leakages in welfare schemes and delivering over ₹4 lakh crore via Direct Benefit Transfers (DBTs).
5. National Quantum Mission (NQM): Launched in April 2023 with a budget of ₹6,003.65 crore over eight years, the NQM aims to develop quantum computers with 50 to 1000 physical qubits, establish secure satellite-based quantum communication, and create four thematic hubs for research and innovation.
6. Integrated Infrastructure and Economic Reforms: Beyond specific tech initiatives, PM Modi’s government has implemented systemic reforms such as GST, UPI, and the National Logistics Policy (2022) with PM Gati Shakti (2021), integrating 17 ministries into a single digital platform to reduce logistics costs.
