Ho Chi Minh City is at the forefront of a groundbreaking educational endeavor, having recently launched the ‘AI Popular Training Program’ as part of the broader ‘AI Education for Vietnam’ initiative. This ambitious program, spearheaded by the Ho Chi Minh Communist Youth Union (HCYU) in collaboration with the Global Network of Young Vietnamese Intellectuals and the Central Committee of the Viet Nam Youth Union, aims to provide free artificial intelligence (AI) skills development to an impressive two million young people across the nation between 2025 and 2026.
The initiative represents the largest-scale AI knowledge and skills training program ever introduced for Vietnamese youth. It has already garnered significant attention, attracting over 1,000 online connections and engaging tens of thousands of youth union members and association staff.
A key objective for the first year of the program is to ensure at least 500,000 students successfully complete the course. The curriculum is designed with a structured learning pathway, progressing from basic to advanced levels, with a strong emphasis on the practical application of AI in both educational pursuits and professional careers.
Accessibility is a cornerstone of this program. All training content is available free of charge on the dedicated online platform, phocap.ai, which offers 24/7 access. This ensures that learning is not restricted by geographical location, economic status, or time constraints, providing equitable opportunities for young people across the country, including those in remote or rural areas.
The program boasts an impressive roster of lecturers, comprising excellent young experts and Ph.D. holders. These educators come from some of the world’s leading universities and technology organizations, including MIT, Cambridge, Pennsylvania, Maryland (USA), ETH Zurich (Switzerland), Monash (Australia), Sejong, Soongsil (Korea), and International University (Vietnam), as well as industry giants like Google, Uber, DDE, SHB, AIOV, and Momo.

Upon successful completion of assessments and assignments, participants will be awarded an electronic certificate from the Ho Chi Minh Communist Youth Union. The program’s goals extend beyond mere certification; it seeks to equip youth with the ability to utilize AI assistants for tasks such as data analysis, document drafting, initiative planning, and supporting youth campaigns. Each officer completing the training is expected to integrate at least one AI tool into their operations. Ultimately, this initiative aims to inspire young Vietnamese individuals to confidently embrace the digital era with a mindset of technological mastery and responsible AI use.
