Federal government agencies are increasingly leveraging generative artificial intelligence (AI) to transform their operations, experiencing a dramatic nine-fold increase in generative AI use cases between 2023 and 2024. This rapid adoption, detailed in a recent U.S. Government Accountability Office (GAO) review, underscores AI’s potential to significantly boost productivity and streamline public service delivery.
The GAO’s findings, based on a review of AI use case inventories from 11 selected agencies, reveal a substantial expansion of AI integration. The total number of reported AI use cases across these agencies nearly doubled, climbing from 571 in 2023 to 1,110 in 2024. Within this growth, generative AI applications saw an even more explosive rise, from 32 to 282 cases during the same period. Generative AI, capable of creating diverse content such as text, images, audio, and video, is being deployed to support internal operations and enhance service delivery.
Agencies are exploring generative AI’s benefits in various mission-support areas. These include improving written communications, increasing the efficiency of information access, and enhancing the tracking of program statuses. However, this technological leap is not without its complexities. The GAO report highlights significant challenges, particularly in ensuring compliance with existing federal policies while simultaneously keeping pace with the technology’s swift evolution.
Officials from several agencies have noted that the rapid advancement of generative AI complicates the establishment of robust policies and practices. In response, agencies are actively taking steps to address these issues. Strategies include leveraging available AI frameworks and guidance to inform their internal policies and engaging in collaborative efforts with other government bodies. Furthermore, agencies are incorporating revisions from executive branch AI guidance, which was significantly updated in early 2025, into their management of generative AI.
