The European Union’s Artificial Intelligence Act (AI Act), a pioneering global legal framework for AI, is ushering in a new era of regulation, with significant provisions taking effect from August 2, 2025. This date marks the applicability of obligations for general-purpose AI (GPAI) models, demanding increased transparency, safety, and governance measures from developers and deployers alike.
The Act defines an AI system broadly as ‘a machine-based system that is designed to operate with varying levels of autonomy and that may exhibit adaptiveness after deployment, and that, for explicit or implicit objectives, infers, from the input it receives, how to generate outputs such as predictions, content, recommendations, or decisions that can influence physical or virtual environments.’ This comprehensive definition underpins the legislation’s risk-based approach, categorizing AI systems into unacceptable, high, and low-risk tiers, with the most stringent requirements reserved for high-risk and GPAI systems.
For high-risk AI systems, which include applications in critical infrastructure, education, employment, law enforcement, and democratic processes, providers must adhere to extensive obligations. These include providing detailed technical documentation, disclosing summaries of training data, implementing robust risk mitigation strategies, and promptly reporting serious incidents. The newly established EU AI Office will play a pivotal role in overseeing enforcement across member states.
Myles Washington, strategy director at Designit, Wipro’s experience innovation company, emphasized the shift this legislation represents: ‘The EU AI Act signals a new chapter in how organisations design and deploy AI. Not only from a technical standpoint, but also from an ethical and strategic perspective. Treating governance as a box-ticking exercise or a problem to solve post-launch is set to become a thing of the past. Compliance must now be baked into the foundations of product and service design.’

Beyond Europe, the EU AI Act is already setting a precedent for global AI governance. Countries like Brazil, Canada, and Japan are reportedly aligning their own AI regulatory initiatives with the EU’s risk-based framework, indicating a worldwide move towards more compliance-driven standards. The Act also prohibits certain AI practices deemed to pose unacceptable risks, such as harmful AI-based manipulation, social scoring, and untargeted scraping of facial data for recognition databases, reinforcing the EU’s commitment to human-centric and trustworthy AI development.
