Deloitte Report Highlights AI’s Pivotal Role in Fortifying Global Infrastructure Against Disasters

The report emphasizes AI’s capabilities across planning, response, and recovery phases, advocating for coordinated action among stakeholders to leverage AI for safer and more adaptable infrastructure systems.

Deloitte’s Centre for Sustainable Progress has released a groundbreaking report, ‘AI for Infrastructure Resilience,’ underscoring the critical role of artificial intelligence in safeguarding global infrastructure systems against the escalating threat of natural disasters. Published on October 25, 2025, the report projects that by 2050, natural disasters could inflict an average of US$460 billion in annual losses on infrastructure worldwide, a figure more than double the average over the past 15 years. However, the research indicates that integrating AI into infrastructure resilience strategies could avert 15% of these anticipated losses, translating to an impressive US$70 billion in annual savings by mid-century. This figure could further climb to over US$110 billion as AI capabilities mature.

The report highlights that every dollar invested in resilience can yield up to US$50 in avoided damages, presenting a compelling economic case for AI adoption. Jennifer Steinmann, Deloitte Global Sustainability Business leader, emphasized the tangible benefits, stating, “Investing in AI can help deliver less frequent or shorter power outages, faster system recovery after storms, or fewer damaged or non-usable roads and bridges.” She added, “AI technologies can offer preventative, detective and responsive solutions to help address natural disasters — but some interventions are more impactful than others.”

AI’s transformative potential spans three crucial phases of infrastructure resilience:

Planning (Prevention): Machine learning models can analyze complex risks, simulate various disaster scenarios, and inform smarter design choices, such as the development of flood-resilient structures or fire-resistant materials. The report suggests that investments in AI during the planning stages account for roughly two-thirds of AI’s potential to mitigate natural disaster costs.

Response (Detection and Reaction): AI-powered early warning systems and real-time monitoring capabilities can detect hazards more rapidly, enabling optimized emergency response strategies and minimizing immediate damage.

Recovery: Predictive assessments and resource optimization tools, driven by AI, can significantly accelerate damage evaluations and repair processes, thereby reducing downtime and economic disruption.

Real-world applications cited in the report include the use of digital twins for comprehensive disaster simulations, AI-enabled predictive maintenance systems for critical renewable energy infrastructure, and advanced wildfire detection systems that have the potential to save hundreds of millions of dollars in damages. The report also acknowledges challenges to widespread AI adoption, including technological limitations, financial constraints, regulatory uncertainties, and concerns regarding data availability and security.
