Cloudflare Introduces ‘402 Payment Required’ Code to Monetize AI Content Scraping

Cloudflare, a leading internet infrastructure provider safeguarding approximately 24% of all websites globally, has announced a significant policy shift to address the pervasive issue of uncompensated AI content scraping. Effective July 1, 2025, the company is implementing a ‘402 Payment Required’ HTTP status code and a ‘Pay Per Crawl’ monetization model, fundamentally altering how AI crawlers interact with web content.

This new framework empowers content creators and publishers to control access to their data and demand compensation from AI companies. For all new domains utilizing Cloudflare’s services, AI crawlers will be blocked by default, requiring an explicit opt-in from site owners. This marks a crucial shift from a previous opt-out model, giving publishers granular control over their content’s use. Legacy Cloudflare customers can also easily enable this AI crawler blocking with a single click, building on a feature deployed in 2024 that has already benefited over a million users.

The core of this initiative is the revival of the long-dormant HTTP 402 ‘Payment Required’ code. Unlike a traditional publisher’s paywall, this code is specifically designed for bots, signaling that a charge is due before content is served. Cloudflare’s ‘Pay Per Crawl’ feature, currently in private beta, allows publishers to set per-request prices for AI companies to access their content. This enables monetization on a per-page, per-visit, or per-dataset basis.

Cloudflare will act as the merchant of record, handling authentication, payments, and remittances to publishers, thereby removing the need for publishers to integrate payment gateways or manage individual invoices. AI companies are now required to identify themselves and state their purpose for crawling – whether for training, inference, or search – allowing website owners to make informed decisions on which crawlers to permit.

Cloudflare CEO Matthew Prince declared July 1, 2025, as ‘Content Independence Day,’ emphasizing the shift towards empowering content creators to demand fair compensation for their work, especially when used to train AI models. Will Allen, Cloudflare’s Head of AI Control, Privacy, and Media Products, noted that many companies sought a monetization model beyond the binary option of simply blocking or allowing crawlers.

To combat sophisticated ‘shadow’ scrapers that bypass traditional `robots.txt` protocols, Cloudflare is enhancing its detection capabilities using machine learning, behavioral analysis, and an ‘AI Labyrinth’ – a system of decoy webpages designed to trap and deter troublesome bots. Automated data extractors will also need to log in and verify their identity using public key cryptography.
