TLDR: Monica, the Chinese artificial intelligence startup behind the acclaimed AI agent Manus, has officially relocated its headquarters to Singapore. This strategic move, confirmed by Product Lead Zhang Tao, is widely speculated to be a response to stringent US export controls on advanced chips to China, aiming to secure better access to critical hardware like Nvidia chips.
Monica, also known as Butterfly Effect, the innovative Chinese artificial intelligence startup responsible for the highly-touted AI agent Manus, has announced the relocation of its headquarters to Singapore. This significant shift, confirmed by Manus AI co-founder and chief product officer Zhang Tao, has ignited speculation that the primary motivation is to circumvent US export controls on advanced semiconductor chips to China, thereby facilitating easier access to essential hardware, particularly Nvidia chips.
The company’s move comes amidst a tightening global tech landscape, where geopolitical tensions are increasingly influencing corporate strategies. Zhang Tao explicitly stated during a keynote session that the company is now headquartered in Singapore. This follows earlier social media discussions and reports, including one by The Paper, which cited the Singapore-registered company founded by Chinese developers.
Monica first introduced Manus in March, hailing it as ‘the world’s first general-purpose intelligent agent.’ The startup quickly gained attention after Manus reportedly achieved top scores on the General AI Assistants benchmark, a third-party evaluation system for autonomous AI agents. Demonstrations showcased Manus’s ability to autonomously complete complex tasks from simple prompts, such as compiling property lists with specific criteria or comparing stock performances. The invite-only beta testing for Manus, also launched in March, saw access codes reportedly resold for tens of thousands of yuan, leading to speculation about a ‘hunger marketing’ strategy to build hype.

Founded in 2023, Monica maintains a strong technical backbone in China through its wholly-owned subsidiary, Red Butterfly Technology, a Beijing-based research and development center. The relocation of the headquarters to Singapore, while maintaining R&D operations in China, underscores the challenges Chinese tech firms face in accessing high-end computing resources necessary for advanced AI development. The company recently addressed rumors of layoffs, clarifying that it had restructured its team to enhance operational efficiency, particularly after allegations of laying off China-based business staff and relocating key technical personnel to Singapore.
