China’s Ascendancy in Large-Scale AI Deployment Highlighted Amidst Asia-Pacific’s Strategic Shift Towards ROI-Driven AI Adoption

Chinese firms are increasingly recognized for their global leadership in the large-scale deployment of Artificial Intelligence (AI) solutions, a development that aligns with a broader strategic shift across the Asia-Pacific (APAC) region towards maximizing the impact and return on investment (ROI) of AI initiatives in 2025. This perspective, echoed by industry leaders like IBM, underscores a pivotal moment in AI adoption.

According to reports from July 2025, China has emerged as a global leader, boasting 1,509 large AI models, which constitute over one-third of the world’s 3,755 such models. This significant number points to impending breakthroughs in AI industrialization. The China Academy of Information and Communications Technology (CAICT) further notes that China is home to more than 5,100 AI enterprises, representing approximately 15 percent of the global total. These companies have cultivated a comprehensive industrial ecosystem, spanning from foundational infrastructure to specialized applications, positioning China as a global hub for AI development and a highly proactive market for large-scale AI applications. For instance, Schneider Electric’s AI-powered factory in Shanghai has boosted labor productivity by 82 percent, while its Wuxi facility uses AI to track carbon emissions, achieving a 90 percent reduction.

Simultaneously, IBM’s ‘APAC AI Outlook 2025,’ released in November 2024 and further discussed at the Think Singapore 2025 conference in August 2025, reveals a decisive shift among APAC enterprises. The focus is moving beyond early experimentation to a rigorous assessment of project ROI. Hans Dekkers, General Manager of IBM Asia Pacific, emphasized this transition, stating, “In 2025, the focus of AI will shift beyond low-risk experiments in areas of the business such as employee productivity and customer experience, towards broader strategic goals based on competitive advantage and improved ROI.”

Business leaders anticipate a more than doubling of AI investment growth rates over the next two years. By 2027, an estimated 85 percent of CEOs surveyed expect AI deployments aimed at efficiency and cost savings to yield positive returns, with 77 percent anticipating similar results from growth-driven applications. Despite 98 percent of enterprises reportedly using AI, only about 25 percent are realizing their expected ROI, highlighting the need to transition from pilot projects to secure, scalable, and production-ready AI systems.

Key areas of AI investment for APAC organizations in 2025 include enhancing customer experience (21%), back-office business process automation (18%), and sales automation and customer lifecycle management (16%). However, organizations face challenges such as data complexity (39%), high implementation costs (36%), and a limited number of defined use cases (35%). To overcome these, a holistic, strategic approach is recommended, focusing on establishing secure, adaptable digital foundations and empowering employees to drive innovation.
