Cherokee Nation Forges Path for Sovereign AI Governance

The Cherokee Nation is establishing a groundbreaking precedent in artificial intelligence governance, shifting the focus from mere financial return on investment (ROI) to a ‘Sovereign ROI’ that encompasses cultural, legal, and existential values. This innovative perspective was highlighted by Paula Starr, Chief Information Officer of the Cherokee Nation, at the Ai4 2025 conference in Las Vegas on August 17, 2025. Starr emphasized, ‘AI must serve the collective good and uphold Cherokee values. If a tool compromises that, it doesn’t belong in our Nation’s systems.’

For sovereign tribal governments like the Cherokee Nation, which boasts nearly 480,000 citizens and a 7,000-square-mile land base in northeastern Oklahoma, the adoption of AI is not merely about automating processes or reducing staff hours. Instead, it is fundamentally about safeguarding Cherokee data sovereignty, ensuring the preservation of their rich culture, and reinforcing treaty rights within the digital realm. This redefinition of ROI means that procurement decisions are measured not by business outcomes, but by trust, ensuring citizen data is protected with the same rigor as physical sovereignty and that AI outcomes strengthen community lifeways.

Despite 74% of Cherokee citizens reporting limited understanding of AI, a significant 70% expressed openness to its adoption, provided it aligns with their cultural and ethical standards. This conditional acceptance underscores the Nation’s commitment to embedding cultural guardrails, ensuring AI tools are not only efficient but also consistent with their identity. The Cherokee Nation is demonstrating that governance frameworks grounded in culture can be more effective than those solely based on regulation.

Practical applications of this philosophy are already emerging. The Cherokee.gov AI Agent, part of a website refresh launching this year, will serve as an AI assistant to help citizens navigate services and applications, aiming for higher completion rates, 24/7 accessibility, and reduced friction for rural citizens. In a unique blend of tradition and technology, the Nation is also utilizing AI-driven scanning to replicate turtle shells for ceremonial use, avoiding harm to wildlife by producing 3D-printed alternatives. These examples illustrate that AI is viewed not as a replacement for human endeavor, but as a powerful extension of tradition and sovereignty into the digital domain.

Further solidifying their commitment, the Cherokee Nation’s Data Sovereignty and Governance Task Force, established by Executive Order 2024-07-CTH, has issued key recommendations. These include the institution of an AI Questionnaire for evaluating generative AI tools, covering critical areas such as oversight, data privacy, bias mitigation, and risk scenarios. The task force also advocates for the standardization of the Cherokee Citizen ID across all data systems to bolster sovereignty and service delivery, the expansion of data literacy programs for the workforce, and the establishment of a Tribal Innovation Summit to foster citizen-driven AI use cases.
