Chattanooga and UTC Forge Research Alliance to Boost Innovation and Federal Funding

TLDR: The University of Tennessee at Chattanooga (UTC) and the City of Chattanooga have officially partnered to streamline the pursuit and management of federal research grants. This collaboration aims to accelerate innovation, foster economic growth, and enhance public impact within the city, building on an existing relationship and focusing on areas like smart city initiatives and artificial intelligence.

The University of Tennessee at Chattanooga (UTC) and the City of Chattanooga have formalized a strategic research partnership, an initiative set to significantly enhance the region’s capacity for innovation and secure federal funding. This agreement, approved by the Chattanooga City Council on July 3, 2025, establishes a streamlined framework for UTC and the city to collaboratively pursue and manage federal research grants more efficiently. The partnership is designed to drive economic growth and deliver substantial public impact for the local community.

This new accord builds upon a longstanding relationship between UTC and the City of Chattanooga, which has historically focused on improving their responsiveness to competitive national research funding opportunities. The formalized agreement is expected to simplify the coordination of resources, align budgets, and streamline the administration of grant funds, thereby facilitating smoother collaboration on future research initiatives.

UTC Chancellor Lori Bruce emphasized the significance of this agreement, stating, “This agreement is a major milestone in strengthening the University’s role as a driver of research and innovation in Chattanooga. As UTC continues to elevate its research profile, partnerships like this ensure that our work directly supports the city we serve. We are proud to formalize a relationship that has already produced meaningful results and are excited about what we can achieve together next.” Mayor Tim Kelly echoed this sentiment, adding, “In order for Chattanooga to reach its full economic potential we must support UTC’s efforts to increase their research funding and capacity. Our entire community should be excited about the direction UTC is headed under Dr. Bruce. City government is proud to partner with UTC in this effort.”

In recent years, UTC and the city have successfully secured several high-profile federal grants, including the U.S. Department of Transportation’s SMART (Strengthening Mobility and Revolutionizing Transportation) grant and the Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) program. These achievements have positioned Chattanooga as a national leader in smart city innovation, real-time data utilization, and intelligent infrastructure.

While the partnership encompasses a broad range of research areas, artificial intelligence (AI) is a key focus for UTC. The university has launched the CHAI Initiative, a strategic imperative to support the investigation and application of AI discoveries. This initiative aligns with UTC’s commitment to excellent education, research innovation, and responsible resource stewardship, and aims to provide expertise for workforce development, economic opportunity, and engaged communities within Chattanooga. The CHAI Initiative actively seeks to secure AI-related funding opportunities, recognizing the growing importance of AI in various sectors.
