The rapid proliferation of generative artificial intelligence (AI) tools like ChatGPT since late 2022 has thrust Canadian higher education into a period of profound transformation, yet the country currently lacks a cohesive national strategy to navigate this new landscape. This absence has resulted in a fragmented response across universities and colleges, characterized by inconsistent policies, confusion among students and faculty, and a risk of deepening inequities.
According to Wiam Ben Karroum, program lead at Deloitte’s generative AI office and author of a recent Policy Options commentary, ‘Generative AI is as transformative today as the internet was a generation ago.’ The stakes are high: used effectively, AI can personalize learning, enhance accessibility, and streamline administrative tasks. Conversely, if poorly managed, it risks entrenching inequality, spreading misinformation, and eroding public trust in academic credentials.
Data highlights the widespread adoption of AI in academia. A late 2024 survey by online learning platform Studiosity revealed that 78 percent of Canadian students utilize AI for studying or schoolwork. Furthermore, the Pan-Canadian Report on Digital Learning indicated that 41 percent of educators reported using generative AI in student learning activities last year, a significant jump from 12 percent in 2023. One in five post-secondary students report using generative AI ‘most or all of the time,’ with over a third using it regularly.
Despite this widespread use, only about half of Canadian universities have formal policies on generative AI, often deferring decisions to individual instructors. This decentralized approach creates an uneven playing field, particularly for students transferring between institutions or faculty teaching across different schools.
The Promise and Perils of Generative AI:
Generative AI offers numerous benefits. It can function as a personalized tutor, explaining complex concepts and adapting learning materials. For students with disabilities, it can provide real-time transcription, text-to-speech, and translation, potentially improving accessibility for the 20 percent of undergraduate and 11 percent of graduate students who are disabled. International students also benefit from translation tools. Administrators are leveraging AI for routine tasks, freeing human staff for higher-value work, while professors explore its use in lesson planning and content creation.
However, significant risks persist. AI detection tools are often unreliable, with reports of them falsely accusing international and non-native English speakers of cheating. Large language models can produce ‘hallucinations’—convincing but inaccurate information. Furthermore, these tools can perpetuate racial and gender biases due to their training on Western-centric datasets. Access remains a challenge, with some students unable to afford subscriptions or lacking reliable internet. Indigenous students, in particular, report lower familiarity with AI tools, underscoring existing digital divides.
Calls for a Dual Path Forward:
Experts advocate for a two-pronged national strategy: establishing a regulatory framework and embedding AI literacy across higher education. The proposed national regulatory framework should:
Define acceptable uses of generative AI in teaching, learning, and research.
Mandate compliance with data protection laws to safeguard student information.
Be developed in consultation with Indigenous and other underrepresented groups to ensure cultural sensitivity.
Promote human oversight to maintain integrity and accountability.
Concurrently, AI literacy must become a foundational skill for all graduates, regardless of their field of study. This requires federal funding, channeled through the provinces, for curriculum development, comprehensive training programs for faculty on ethical and pedagogical AI use, the appointment of Chief AI Officers at post-secondary institutions, and targeted support for rural, remote, and Indigenous communities to bridge digital divides.
Institutional Responses and Expert Opinions:
Canadian universities are grappling with these challenges. McGill University, the University of Toronto, and York University are among institutions adopting AI tools to enhance learning. Christopher Buddle, Associate Provost at McGill, stated, ‘We’ve not approached it through the idea of banning (AI) or saying ‘no.’ In fact, what we’d rather see and what we support instructors doing and students doing is effective use of generative AI in teaching and learning.’ McGill has integrated Microsoft Copilot into its systems, ensuring tools are vetted for privacy and data protection.
Susan McCahan, a professor at the University of Toronto who led the school’s AI task force, emphasized a balanced approach, supporting faculty interested in innovation while acknowledging diverse opinions. The University of Toronto has also made Microsoft Copilot and ChatGPT Edu licenses available with enhanced security.
Mohammed Estaiteyeh, an assistant professor of education at Brock University, cautioned against a ‘blanket, a one-size-fits-all approach,’ noting that many instructors remain concerned about bias, ethics, privacy, and environmental impact. He stressed the need for AI training and resources beyond mere guidelines.
The Canadian Alliance of Student Associations (CASA) has called for clear ethical and regulatory guidelines, advocating that AI technologies should complement learning rather than be used for evaluations or screening student work. CASA’s research indicates that ‘AI-powered plagiarism detection tools have been found to disproportionately misclassify the work of non-native English speakers as AI-generated or plagiarized.’
