Phnom Penh, Cambodia – Cambodia is embarking on a transformative journey to modernize its national healthcare system, with a strong focus on integrating artificial intelligence (AI) and advanced digital tools. This strategic direction was the cornerstone of discussions at the EuroCham Healthcare Forum & Innovation Exhibition 2025, which convened industry leaders on October 30 under the theme, ‘Driving Value at the Next Frontier – From AI Implementation to Policy Reform’.
The Ministry of Health has publicly committed to the ‘responsible and sustainable’ application of generative AI, aiming to create a ‘smarter, stronger and more inclusive’ health system. Lo Veasnakiry, Secretary of State at the Ministry of Health, affirmed the government’s readiness, stating, “Cambodia stands ready to embrace innovation, including application of generative AI, responsibly and sustainably.” This commitment is seen as vital for improved service delivery and national resilience, particularly in light of lessons learned from the COVID-19 pandemic.
A significant emphasis of the forum was the critical need for robust data protection from the very beginning of the digital health evolution. Oudom Rony, Director of Technology Risk and Innovation Supervision at the National Bank of Cambodia, highlighted the parallels with the financial sector. “Healthcare is not finance – but both rely on trust and data. As Cambodia’s health sector embraces digital transformation, there are meaningful parallels to draw from financial innovation. Let’s look at the first lesson that digital health can take from Cambodia’s fintech journey – the importance of protecting personal data from day one,” Rony advised. This proactive approach to regulation and security was further endorsed by Wolfgang Post, Senior Consultant at T-Systems Asia, who noted, “I am excited to see the Cambodian government is actively developing a regulatory landscape that is similar to the guidelines being established in Europe.”
The event also featured an Innovation Exhibition, showcasing a range of healthtech solutions, from AI-driven diagnostics and electronic medical record (EMR) systems to digital insurance platforms. Experts stressed that while technology must be embraced, it must also remain transparent, bias-free, and human-centered to build long-term public trust. The establishment of clear regulatory frameworks and cross-sector data standards is deemed essential to ensure interoperability and foster a truly connected health system.
Beyond the EuroCham forum, Cambodia’s engagement with AI in healthcare is multifaceted. A seminar on ‘AI in Public Health’ hosted by the Cambodia Academy of Digital Technology (CADT) on August 27, 2025, brought together approximately 100 professionals to discuss AI’s potential for rapid diagnostics, predictive analytics, and more efficient healthcare services. The Ministry of Health’s Digital Health Strategy underscores the role of digital transformation and AI in enhancing services, data management, and workforce training, with a strong focus on ethical implementation.

Practical applications of AI in Cambodia’s healthcare for 2025 include streamlining diagnostics, telemedicine, administrative automation, and predictive analytics. Pilot projects have demonstrated significant improvements, such as reducing CT scan interpretation times from approximately 20 minutes to around 20 seconds. Another screening pilot successfully covered 3,592 individuals, revealing 37% with abnormal blood pressure and 31% with abnormal glucose levels. To scale these initiatives, privacy-preserving architectures and clear governance, including federated learning, HL7/FHIR pipelines, and encrypted APIs, are considered crucial to improve outcomes without compromising patient data. The roadmap for 2025–2030 prioritizes high-value, low-risk pilots, including embedding GPT-powered documentation and triage into EMR/HMIS stacks to reduce clinician paperwork and create clean training data, deploying AI-enhanced imaging in hospitals, and rolling out Khmer-aware GPT chatbots for primary triage and health education in rural areas.
