Bank of Uganda Unveils Advanced Supervisory Technology (SupTech) to Revolutionize Financial Oversight

Kampala, Uganda – The Bank of Uganda (BoU) has officially launched its transformative E-Supervision (SupTech) Project, marking a significant stride towards modernizing the country’s financial sector oversight. The initiative, unveiled at the Golden Tulip Hotel on Monday, September 22 or 23, 2025, is designed to enhance real-time supervision, foster innovation, and safeguard Uganda’s financial stability in the rapidly evolving digital era.

Governor Dr. Michael Atingi-Ego, speaking at the launch, hailed the SupTech project as a ‘transformational step’ and a ‘bold leap into the future’ for financial regulation. He emphasized that the project moves beyond mere automation, serving as a ‘strategic enabler, empowering us to see more, respond faster, and act smarter.’ The Governor highlighted that while ‘technology is only a tool,’ successful implementation will critically depend on ‘collaboration with stakeholders.’ He further articulated the philosophy behind the initiative, stating, ‘SupTech does not replace judgment; it augments it. It’s supervision with a digital brain but a human heart.’

The SupTech platform integrates cutting-edge technologies, including automation, data standardization, advanced analytics, artificial intelligence (AI), and machine learning (ML). These tools will enable the BoU to shift its supervisory approach from retrospective analysis to a more proactive and preventative model. This will facilitate early detection of risks, streamline compliance processes for financial institutions, and ultimately reduce regulatory burdens.

A key feature of the new system is its capacity to allow supervised financial institutions (SFIs) to funnel data directly to the BoU in real-time, replacing traditional delayed manual reporting. This immediate data flow will be analyzed by advanced technologies to flag suspicious transactions and potential vulnerabilities, thereby ensuring a more resilient financial ecosystem.

Deputy Governor Professor Augustus Nuwagaba underscored the increasing global threat of cybercrime, noting its particular relevance to Uganda’s financial sector, especially fintech companies. He cited alarming statistics, revealing that the global cybersecurity market was valued at USD 193.73 billion in 2024 and is projected to surge to USD 562.77 billion by 2032. Professor Nuwagaba stressed the urgency of prioritizing cybersecurity awareness and education, investing in robust protective measures such as intrusion detection systems, and fostering strong collaboration with cybersecurity experts and law enforcement agencies.

The SupTech initiative is deeply embedded within the BoU’s 2022–27 strategic plan and aligns with Uganda’s broader national digital transformation agenda. It reflects a global trend where regulatory bodies are increasingly adopting technology to manage the complex risks associated with digital finance and cyber threats. The central bank views this project as a cornerstone for building market confidence, promoting transparency, and ensuring the sustained growth and stability of Uganda’s financial system in the digital age. Looking ahead, the BoU plans to focus on capacity building, piloting new SupTech tools for data validation and early warning analytics, and aligning with international standards to maintain the competitiveness of Uganda’s financial sector.
