APEC Economies Advance AI Standards for Trust and Innovation

TLDR: APEC member economies are actively collaborating to establish and promote AI standards, aiming to foster interoperability, regulatory alignment, and responsible AI development across the Asia-Pacific region. This initiative seeks to facilitate trade and ensure transparency in the rapidly evolving digital economy.

Regulators and trade officials from the Asia-Pacific Economic Cooperation (APEC) member economies are intensifying their efforts to advance cooperation on artificial intelligence (AI) standards. This collaborative push is designed to support interoperability, achieve regulatory alignment, and ensure the responsible development of AI technologies throughout the region. As AI continues to revolutionize industries and societies globally, discussions have centered on promoting the recognition of AI-related standards to streamline trade and enhance transparency within the digital economy.

Key discussions at recent APEC Sub-Committee on Standards and Conformance meetings, including one held in Gyeongju, have laid the groundwork for significant advancements. Dr. Byung Goo Kang, Chair of the APEC Sub-Committee on Standards and Conformance, has consistently emphasized the critical importance of international collaboration in AI standardization. He noted that technical alignment is crucial for enhancing trust in AI systems while simultaneously reducing regulatory complexity for businesses operating across borders. Dr. Kang stated, ‘AI is revolutionizing industries around the world, and with the accelerating development of the technology, standards and conformance assessments to ensure reliability and interoperability are becoming increasingly important.’

The APEC AI Standards Forum Conference, scheduled for August 2025, is a pivotal event stemming from these discussions. This forum aims to strengthen mutual cooperation among APEC economies, facilitating the exchange of information on international standardization, regulatory frameworks, and certification systems pertinent to AI. Dr. Kang further added, ‘At the APEC AI Standards Forum Conference, we will exchange knowledge and best practices on AI standardization, discuss ways to improve interoperability, and build a network of AI-related experts to promote the safe and responsible development of AI.’

Participants at these meetings have explored the diverse applications of AI across various sectors and examined emerging frameworks designed to guide testing, conformity assessment, and implementation. They have also delved into real-world applications of AI standards in critical areas such as ethics, human-AI interaction, risk management, and environmental impact. Silvio Dulinski, Deputy Secretary-General of the International Organisation for Standardization (ISO), highlighted the vital role of international standards in building trust, fairness, and security in AI, emphasizing that standards offer scalable, consensus-driven tools for aligning regulation and ensuring diversity and inclusion in AI governance.

Beyond technical alignment, APEC members are also committed to developing the next generation of experts in standards and conformance, recognizing the indispensable role of technical expertise in facilitating trade and regulatory alignment. Panel discussions have explored strategies to enhance training programs, institutional support, and international collaboration on capacity-building initiatives. Efforts are also underway to consider the development of a unified AI compliance framework, which would streamline certification processes, ensure adherence to ethical AI principles, and encourage cross-border cooperation on AI governance and risk management. This comprehensive approach underscores APEC’s commitment to ensuring that AI-driven economic transformation is safe, inclusive, and sustainable.
