In a concerning trend, artificial intelligence tools are being increasingly exploited to generate and spread racist videos depicting European cities in a dystopian light, transformed by migration. These clips, which often show immigrants ‘replacing’ white populations, are being leveraged by far-right leaders and politicians to propagate racist views and falsely suggest that AI is objectively predicting a future shaped by mass migration.
One prominent example cited is an AI-generated video of London’s Big Ben, shown smouldering amidst piles of rubbish and crowds dressed in traditional Islamic attire, with Arabic-looking graffiti daubed across the scene. Such visuals are a ‘visual representation of the great replacement conspiracy theory,’ according to PatrÃcia Buarque, a researcher at the University of Geneva. Migrants and Muslims are frequently the targets of these hateful AI-generated images and videos.
Imran Ahmed, CEO of the Center for Countering Digital Hate (CCDH), stated that ‘AI tools are being exploited to visualise and spread extremist narratives.’ He highlighted that these videos can be produced rapidly using popular chatbots, even though these platforms are designed with guardrails to prevent harmful content. Ahmed criticized the inadequacy of current moderation systems, noting, ‘Moderation systems are consistently failing across all platforms to prevent this content from being created and shared.’ He specifically pointed to X (formerly Twitter), owned by Elon Musk, as ‘very powerful for amplifying hate and disinformation.’ In contrast, TikTok has taken action by banning the creator account responsible for some of the videos.
British far-right leader Tommy Robinson, for instance, reposted a video titled ‘London in 2050’ on X, which garnered over half a million views. He has also shared similar AI-generated videos depicting New York, Milan, and Brussels. The creators of these racist videos appear to operate from various countries, including Greece and Britain, often concealing their true locations. Some even offer paid courses, teaching individuals how to create their own AI clips and suggesting that ‘conspiracy theories’ are effective for attracting clicks.
Experts confirm that while AI chatbots like ChatGPT, GROK, Gemini, and VEO 3 generally produce positive images when prompted for future cityscapes, they can be easily manipulated to generate racist content. Salvatore Romano, head of research at AI Forensics, explained that no moderation system is ‘100 percent accurate,’ which ‘leaves the space for malicious actors to exploit chatbots to produce images like the ones on migrants.’ Buarque further warned, ‘Mass radicalisation facilitated by AI is getting worse,’ adding, ‘The problem is that now we live in a society in which hate is very profitable.’
