Indonesia’s Communication and Digital Ministry Adopts AI to Modernize Social Protection System

The Ministry of Communication and Digital in Indonesia is spearheading the digitization of its Social Protection (Perlinsos) service system through the strategic adoption of Artificial Intelligence (AI) and machine learning technologies. This move is designed to revolutionize how social assistance data is managed, verified, and distributed across the nation.

Yessi Arnaz Ferrari, the ministry’s Director of Digital Government Applications, highlighted that AI will be instrumental in handling vast quantities of data. “The initial stage is developing a targeting algorithm. Once it’s completed, AI will help process large amounts of data,” Ferrari stated. A practical application already in progress is facial recognition technology, which will be used to verify the identities of social assistance recipients, ensuring that aid reaches the intended individuals.

The Perlinsos digitalization system is envisioned as the central hub for data on prospective social assistance recipients, seamlessly integrating with various existing government systems. To facilitate this, the initiative is bolstered by a “digital toll road” known as the Government Service Connector System (SPLP). Ferrari explained, “The SPLP will connect data for more validity, standardization, and efficiency. With the SPLP, one hub is enough to connect various applications, resulting in more effective services.” This system will serve as the primary conduit for data integration and exchange among different ministries and agencies, fostering greater collaboration in the execution of social protection programs.

An integrated system is expected to significantly enhance the speed, transparency, and accountability of data verification for government social assistance recipients. “With an integrated system, we will not only accelerate distribution but also increase public trust. The government will ensure that the public data is used correctly,” Ferrari assured. This aligns with broader governmental efforts to improve aid distribution accuracy, as evidenced by recent reports of President Prabowo Subianto reviewing aid distribution with the Social Affairs Minister, leading to the removal of approximately 1.9 million citizens from the social assistance list after data updates and verification.

Recognizing the sensitive nature of personal data, the ministry is placing a high priority on personal data protection within the digitized Perlinsos service system. This commitment aims to build public trust and ensure the secure handling of beneficiary information.
