Albania Appoints AI-Powered Minister ‘Diella’ to Eradicate Corruption in Public Tenders

TLDR: Albania has made global headlines by appointing Diella, an AI-powered virtual minister, to oversee public procurement and ensure all government tenders are ‘100% corruption-free’. This pioneering move aims to combat the nation’s long-standing issue with corruption, eliminate human bias, and enhance transparency, aligning with Albania’s goal of joining the European Union by 2030.

In a groundbreaking move that positions Albania at the forefront of digital governance, the nation has appointed ‘Diella,’ an artificial intelligence-powered virtual minister, to spearhead the fight against corruption in public procurement. Announced by Prime Minister Edi Rama on September 12, 2025, Diella, whose name means ‘sun’ in Albanian, is tasked with ensuring that all public tenders and government contracts are ‘100% corruption-free’ and conducted with full transparency.

Prime Minister Rama introduced Diella as a unique cabinet member, stating, ‘Diella is the first cabinet member who isn’t physically present, but is virtually created by AI.’ This innovative appointment is a direct response to Albania’s persistent struggle with corruption, particularly in public tenders, which have frequently been marred by scandals and allegations of manipulation. The government hopes that by entrusting an AI system with these critical responsibilities, it can effectively eliminate human bias, prevent quid pro quo arrangements, and significantly reduce the risk of manipulation in state contracts.

Diella is not an entirely new entity. She was initially launched in January 2025 as a virtual assistant on the e-Albania digital platform, where she guided citizens through various government services. In her previous role, Diella processed over 36,000 digital documents and delivered nearly 1,000 services to citizens, responding to voice commands and issuing electronically stamped documents. Her elevation to a ministerial role marks a significant expansion of her responsibilities, making Albania the first country globally to integrate an AI bot into its cabinet for governance decisions.

The initiative is also strategically aligned with Albania’s ambition to join the European Union by 2030. Cracking down on corruption is a vital condition for EU accession, and the introduction of Diella is seen as a crucial step towards strengthening the country’s credibility and demonstrating its commitment to good governance. Public tenders in the Balkan nation of 2.8 million people have historically been plagued by issues, with reports suggesting international networks have used the country for money laundering from drug and arms trafficking, often reaching the highest levels of government.

While the move has garnered international attention and praise for its innovative approach, some skepticism remains among the Albanian public. One social media user was quoted expressing concern that ‘even Diella will be corrupted,’ highlighting the deep-seated challenges the AI minister aims to overcome. Diella, depicted as a figure in traditional Albanian folk costume, was reportedly created in cooperation with Microsoft, utilizing up-to-date AI models and techniques to ensure accuracy in her duties. The government has indicated that the transfer of decision-making from human officials to Diella will be a ‘step-by-step’ process, though details on human oversight and how potential AI manipulation risks will be handled are yet to be fully elaborated.
