TLDR: Phoebe, a UK-based startup, has successfully raised $17 million in a funding round led by GV (formerly Google Ventures) and Cherry Ventures. The company specializes in deploying AI agents to autonomously monitor, diagnose, and resolve software failures, aiming to combat the escalating financial losses from system outages and the complexities introduced by AI-generated code.
Phoebe, an innovative UK startup focused on leveraging artificial intelligence to address critical software failures, has announced a significant funding round, securing $17 million. The investment was spearheaded by GV, formerly Google Ventures, and Cherry Ventures, underscoring a growing confidence in AI-driven solutions for software reliability and debugging.
Founded by Matt Henderson and James Summerfield, both former CEO and CIO of Stripe Europe respectively, Phoebe marks their second entrepreneurial venture. Their previous startup, Rangespan, a data science company assisting retailers, was acquired by Google in 2014. This background brings a wealth of experience in both technology and business scaling to Phoebe.
The launch of Phoebe comes at a time of explosive growth and activity in the artificial intelligence sector, characterized by a surge in funding, new company formations, and product innovations. Phoebe’s core offering involves deploying sophisticated ‘AI agents’ designed to continuously monitor software systems. These agents are capable of diagnosing problems, and crucially, generating the necessary code and infrastructure changes to rectify them.
The company highlights the escalating challenge of software outages, which resulted in over $400 billion in financial losses globally in 2024, according to industry figures. This problem is anticipated to worsen as the increasing adoption of AI-generated code leads to more complex systems that are harder to understand and troubleshoot when issues arise.
Phoebe’s unique approach involves deploying ‘swarms’ of AI agents. These agents are engineered to meticulously search for evidence across vast, often siloed, data repositories. This comprehensive data analysis allows them to evaluate numerous potential causes and formulate a range of solutions for any given software problem.

Matt Henderson emphasized the critical need for such a solution, stating, “High-severity incidents can make or break big customer relationships, and numerous smaller problems drain engineering productivity. Software monitoring tools exist, but they aren’t very intelligent and require people to spend a lot of time working out what’s wrong and what to do about it.” Phoebe aims to fill this gap by providing an intelligent, automated solution that significantly reduces the manual effort and time currently spent on debugging and incident resolution.
