TikTok Strengthens Guidelines Against AI-Generated Misinformation

TikTok is taking a more definitive stance against the proliferation of AI-generated misinformation, announcing significant updates to its Community Guidelines. These revisions, set to take effect on September 13, 2025, aim to provide clearer policies and introduce new standards to address the growing concerns surrounding artificial misinformation on the platform.

The updated guidelines explicitly prohibit misinformation that ‘could cause significant harm to individuals or society, no matter the intent of the person posting it.‘ This broad prohibition encompasses a range of deceptive content, including hoaxes, misleading AI-generated content (AIGC), harmful conspiracy theories, and any false information related to public safety, crises, or major civic events.

In a move to enhance enforcement, TikTok has stated that users found attempting to bypass its systems will face severe repercussions, including account bans and prohibitions on creating new accounts. Furthermore, the platform will actively remove inflated signals such as likes and followers from accounts and content designed to manipulate users or the platform’s recommendation system.

A key aspect of the update is the expanded definition of malicious AI-generated content. TikTok is moving beyond a narrow focus on ‘fake authoritative sources or crisis events‘ to provide broader coverage for its policies. The company acknowledges that ‘Even with labels, some edited or AI-generated content can still be harmful,‘ and reiterates its stance against content that is ‘misleading about matters of public importance or harmful to individuals.

To improve clarity for creators and users, TikTok is introducing ‘rules-at-a-glance‘ sections that summarize each policy. The ‘Accounts and Features‘ section has also been expanded to detail safety guidelines related to direct messaging, comments, Live streams, and TikTok Shop, along with increased transparency regarding enforcement variations across different regions and markets globally.

Despite its crackdown on misleading artificial content, TikTok emphasized its ongoing commitment to leveraging emerging AI technologies for its moderation capabilities. The company reported that ‘over 85% of the content removed for violating our Community Guidelines is identified and taken down by automation, and 99% of that content we remove before anybody reports it to us.‘ This highlights TikTok’s reliance on AI to proactively identify and remove harmful content, reinforcing its dedication to maintaining a fact-based discourse environment.
