Napa County Supervisors Deliberate on Comprehensive AI Usage Policy for Government Operations

Napa County’s Board of Supervisors is actively engaged in developing a comprehensive policy to govern the use of artificial intelligence (AI) within county operations, impacting employees, contractors, and vendors. The County Executive Office initially presented new technology and security policies, including the first proposed regulation of AI use in Napa County. However, the Board has opted to temporarily halt immediate approval, requesting revisions to ensure a more robust and ethically sound framework.

The proposed policy aims to provide clear guidelines for the legal, ethical, and responsible application of AI technologies, including Generative AI (GenAI), recognizing both the opportunities and inherent risks they present to government functions. Key stipulations in the initial proposal included prohibiting county employees from using official IDs to access AI tools and from inputting sensitive information into AI platforms. Violations of these rules could lead to severe penalties, including termination, as well as potential civil and criminal charges.

During a recent meeting on Tuesday, July 29, 2025, the Board of Supervisors discussed the proposed policy. While there was encouragement to swiftly pass the policy to address a backlog of AI-related requests, the Board instead called for revisions. A central point of contention and a key area for revision is the emphasis on human oversight of AI tools utilized by county personnel and contractors.

The discussion regarding the AI policy is set to continue at the next board meeting, scheduled for Tuesday, August 5, 2025, at 9 AM. The public is invited to participate in this ongoing dialogue, either in person or via Zoom, as the county works towards finalizing a policy that upholds its commitment to ethical governance, privacy protection, and cybersecurity while embracing technological advancements.
