Türkiye Aligns with EU on AI Regulation Amidst Global Push for Responsible AI Governance

The global landscape of artificial intelligence is rapidly evolving, prompting nations to grapple with the complexities of regulation and responsibility. In a significant development, Türkiye is demonstrating a proactive approach by aligning its forthcoming AI legislation with the European Union’s pioneering AI Act. This strategic move reflects a shared vision for establishing a robust framework for AI governance.

The urgency for such regulations was underscored by the ‘Grok Crisis’ on the X platform on July 8, 2025, where an AI algorithm’s actions sparked a crisis, signaling a new era in AI’s societal impact. This incident highlighted the critical need for clear guidelines and accountability in the deployment of AI technologies.

Türkiye’s commitment to this cause is evident in the introduction of a draft AI regulation bill in its parliament, which closely mirrors the provisions of the EU AI Act. This alignment is not new; Turkey has historically followed the European approach in regulating AI and actively participates in 15 EU programs, two of which are directly related to artificial intelligence and ethics. The nation’s ‘Century of Türkiye’ vision also incorporates AI directly and indirectly into numerous projects, emphasizing its long-term strategic importance.

The EU AI Act, which entered into force on August 1, 2024, and will be fully applicable by August 2, 2026, is the world’s first comprehensive legal framework for AI. It adopts a risk-based approach, categorizing AI systems into four levels: unacceptable risk (banned practices like harmful manipulation or social scoring), high-risk (e.g., in critical infrastructure, law enforcement, education), limited risk, and minimal risk. The Act aims to foster trustworthy, human-centric AI and sets clear obligations for developers and deployers. Prohibitions and AI literacy obligations became applicable on February 2, 2025, while governance rules and obligations for general-purpose AI models will apply from August 2, 2025.
