TLDR: The Digital Cooperation Organization (DCO) has launched its AI Ethics Evaluator, a self-assessment policy tool designed to help governments, businesses, and developers ensure AI systems are ethically sound and aligned with human rights principles. Unveiled at the AI for Good Summit 2025 in Geneva, the tool provides a structured framework to identify and mitigate ethical risks across six key dimensions, offering tailored reports and actionable recommendations.
GENEVA – The Digital Cooperation Organization (DCO) officially unveiled its groundbreaking AI Ethics Evaluator on Friday, July 11, 2025, marking a significant stride towards fostering responsible and human-centric artificial intelligence development globally. The pioneering policy tool was launched during the prestigious AI for Good Summit 2025 and the WSIS+20 conference held in Geneva, Switzerland.
The DCO AI Ethics Evaluator is a comprehensive digital policy tool meticulously designed to assist governments, businesses, and developers in systematically assessing and addressing ethical considerations within their AI systems. Its core objective is to ensure that AI technologies are not only innovative but also ethically sound and fully aligned with fundamental human rights principles.
Speaking at the launch, Omar Saud Al-Omar, Kuwait’s Minister of State for Communication Affairs and the current Chairman of the DCO Council, emphasized the tool’s critical role. He described it as an invaluable resource to help AI stakeholders “align with ethical standards and apply strategies to mitigate human rights impacts.” Al-Omar highlighted that the evaluator is the culmination of extensive research and global consultations, developed in response to the escalating demand for robust and responsible AI governance.
DCO Secretary-General Deemah Al-Yahya underscored the urgency and profound importance of this initiative. “AI without ethics is not progress, it’s a threat. A threat to human dignity, to public trust, and to the very values that bind our societies together,” Al-Yahya stated passionately. She further clarified the tool’s significance, asserting, “This is not just another checklist, it is a principled stand, built on best practices and rooted in human rights, to confront algorithmic bias, data exploitation and hidden ethical blind spots in AI.” Al-Yahya also stressed the evaluator’s broad applicability, noting, “It’s not just for governments, but for anyone building our digital future — developers, regulators, innovators. This is a compass for responsible AI, because ethical standards are no longer optional. They are non-negotiable.”
The AI Ethics Evaluator functions as a self-assessment framework, enabling users to identify and mitigate potential ethical risks associated with AI technologies across six core dimensions. It provides tailored reports that include visual profiles, such as radar charts, clearly highlighting high-priority risk areas. These reports are accompanied by actionable recommendations, aiming to embed ethical considerations at every stage of AI development and deployment, from conception to implementation.
During a detailed demonstration at the launch event, Alaa Abdulaal, the DCO’s Chief of Digital Economy Intelligence, articulated the philosophy behind the tool: “The future of AI will not be shaped by how fast we code but by the values that we choose to encode.” This statement encapsulates the DCO’s commitment to prioritizing ethical foundations in the rapidly evolving AI landscape.
