France and India Deepen Collaboration on Ethical AI Governance, Eyeing Balanced Innovation

New Delhi, India – France and India are forging a robust partnership in the realm of Artificial Intelligence (AI) governance, with France’s Special Envoy for AI, Anne Bouverot, commending India’s pragmatic and balanced approach to the rapidly evolving technology. Speaking on November 6, 2025, Bouverot emphasized the shared vision of both nations in navigating the complexities of AI, focusing on ethics, regulation, and accountability.

In an interview, Bouverot noted that India demonstrates the ‘same spirit’ as France in striking a crucial balance between fostering innovation and implementing necessary regulations in AI. She stated, ‘We’re very willing to collaborate. Nobody gives lessons to anyone. I think we ourselves are trying to find the right balance between innovation and regulation.’ This collaborative spirit underscores a mutual commitment to protecting citizens’ data and privacy while simultaneously nurturing a vibrant ecosystem for AI startups and companies to thrive. ‘In France, it’s very important to protect personal data and privacy—it’s part of our history. But equally, it’s very important to innovate and have startups and companies grow in the AI space. This is the same spirit we see in India, and we hope to help strengthen that balance between innovation and regulation to protect our citizens, children, and workers,’ Bouverot added.

The ongoing engagement between India and France gained significant momentum following the AI Action Summit held in France in February 2025. This summit, where Anne Bouverot served as a Special Envoy, aimed to broaden the global AI conversation beyond just catastrophic risks, focusing on a wider gamut of impacts including labor market disruption and environmental concerns, while also highlighting opportunities. Indian Prime Minister Narendra Modi’s visit to Station F, a major startup incubator in Paris, during the summit, further solidified the bilateral ties.

Looking ahead, Bouverot declared that ‘2026 will be the year of French-Indian innovation,’ signaling an intensified period of collaboration. She highlighted plans for President Macron to visit India in February 2026, accompanied by numerous French companies and startups, to facilitate joint ventures and partnerships. India is also slated to host the AI Impact Summit in 2026, providing another platform for global AI cooperation. Bouverot stressed the importance of developing AI that is ‘closer to our needs and to our cultures,’ advocating for inclusive and culturally aware AI tools that reflect the diversity of languages and traditions, rather than being limited to a few dominant cultural expressions.
