Qatar Advances AI Governance with Strong Focus on Ethics and Innovation

TLDR: Qatar is proactively establishing robust governance frameworks, educational initiatives, and innovation strategies to ensure responsible AI adoption. The nation emphasizes ethical considerations, a ‘do no harm’ approach, and a human-centered perspective, with institutions like Carnegie Mellon University in Qatar playing a key role in integrating AI ethics into education.

Doha, Qatar – November 2, 2025 – Qatar is strategically positioning itself at the forefront of responsible Artificial Intelligence (AI) adoption, driven by comprehensive governance, educational initiatives, and innovation strategies. This proactive stance, as highlighted by Dr. Chadi Aoun, Area Head and Teaching Professor of Information Systems at Carnegie Mellon University in Qatar (CMU-Q), is deeply aligned with the nation’s long-term national vision and economic agenda.

Dr. Aoun, in an interview with The Peninsula, commended Qatar’s commitment to addressing the ethical implications of AI. He noted that the country has developed a series of governance frameworks and guidelines for AI adoption and use. These frameworks are guided by principles introduced by the Ministry of Communications and Information Technology, which advocate for a ‘do no harm’ approach and a human-centered wellbeing perspective in AI development.

The academic expert emphasized the critical importance of examining ethical considerations such as privacy, transparency, discrimination, and human agency throughout the entire lifecycle of AI systems, not merely at the point of deployment. He stressed that educational institutions bear the responsibility of equipping students with the necessary tools and knowledge to develop AI systems that are both safe and ethical, thereby contributing to social responsibility.
