TLDR: PLLuM is a new family of open-source large language models specifically designed for the Polish language. Developed by a consortium of Polish research institutions, it addresses the dominance of English-centric AI by providing high-quality, transparent, and culturally relevant models. The project involved creating a massive 140-billion-token Polish text corpus, custom instruction datasets, and a robust Responsible AI framework with safety filtering. PLLuM aims to foster open research, strengthen Poland’s AI sovereignty, and has demonstrated utility in public administration applications.
In the rapidly evolving landscape of artificial intelligence, large language models (LLMs) have become central to numerous applications, from conversational agents to advanced research tools. However, the development of these powerful models has largely concentrated on the English language, leaving many other languages with limited support and access to cutting-edge AI. This imbalance creates digital inequality and deepens reliance on proprietary, English-centric systems.
Addressing this critical gap, a consortium of leading Polish research institutions has introduced PLLuM (Polish Large Language Model), the largest open-source family of foundation models specifically designed for the Polish language. PLLuM represents a significant step towards creating high-quality, transparent, and culturally relevant language models that extend beyond the current English-dominated commercial offerings.
A Comprehensive Development Approach
The creation of PLLuM involved a meticulous and multi-faceted development process. A cornerstone of this effort was the construction of a new, vast 140-billion-token Polish text corpus. This extensive dataset, curated from diverse sources including literature, academic texts, news media, legal documents, and online content, provides the foundational knowledge for the models. To further refine the models’ ability to understand and execute commands, a 77,000-entry custom instruction dataset was developed. Additionally, a 100,000-entry preference optimization dataset was created to align the models with human expectations, cultural norms, and ethical standards.
A key aspect of the PLLuM project is its commitment to Responsible AI. This framework incorporates strict data governance, ensuring legal compliance and ethical use of textual resources. It also features a hybrid module for output correction and safety filtering, designed to detect and prevent factual inaccuracies, ethical concerns, and safety-related issues in the model’s responses.
Model Architecture and Training
The PLLuM family includes a suite of 18 open-access LLMs, ranging in size from 8 billion to 70 billion parameters. These models are built upon state-of-the-art architectures such as Mistral, Llama, and Mixtral. The training process involved two main stages: pre-training and instruction fine-tuning. Pre-training exposed the models to the massive Polish corpus, allowing them to acquire a general understanding of language, syntax, semantics, and factual knowledge. Following this, instruction fine-tuning adapted the models to follow natural language instructions, enabling them to perform a wide array of practical tasks.
A crucial third stage, preference optimization, further refines the models’ behavior. This involves using human feedback to teach the models to produce responses that are not only accurate and fluent but also ethically sound, safe, and culturally appropriate for the Polish context. This alignment process helps mitigate risks like hallucination, stereotyping, and misinformation.

Real-World Application and Future Vision
The utility of PLLuM models has been demonstrated through a downstream case study: an intelligent assistant for public services. This prototype system leverages domain-specific fine-tuning and verified knowledge bases to provide accurate and reliable responses to citizen queries, showcasing the potential for AI to enhance public administration.
By publicly releasing these models and their training data, PLLuM aims to foster open research and strengthen sovereign AI technologies in Poland. The project also serves as a replicable framework for other linguistic communities seeking to develop transparent, accountable, and culturally grounded large language models.
