A new research paper titled “Exploring the Potential of Citiverses for Regulatory Learning” delves into how virtual environments, known as citiverses, could transform the way regulations are developed and tested. Authored by Isabelle Hupont, Marisa Ponti, and Sven Schade, the paper proposes a science-for-policy agenda to harness the power of these immersive digital spaces for better urban governance.
Regulatory learning is all about gathering and applying knowledge to create effective policies. Traditionally, this has involved various “experimentation spaces” like test beds, living labs, and regulatory sandboxes. Test beds focus on technical performance, living labs involve co-creation in real-world conditions, and sandboxes allow experimentation under modified rules. While these have been valuable, they often face limitations such as geographical constraints, slow feedback, and difficulty in modeling complex urban systems or involving citizens on a large scale.
This is where citiverses come in. Defined as “interconnected and distributed hybrid and virtual worlds representing, and synchronized with, their physical counterparts,” citiverses replicate real-world cities in an interactive, immersive way. They place citizens, public servants, policymakers, and local authorities at the center of urban simulations. The paper argues that citiverses can overcome the limitations of traditional methods by offering scalable, immersive simulations that integrate diverse data, support cross-border experimentation, and provide real-time feedback. They allow policymakers to explore “what-if” scenarios without real-world risks, and actively involve citizens through digital avatars, promoting transparency and inclusive decision-making.
The European Union (EU) has already recognized the potential of citiverses, designating them as a “flagship project of public interest” within its Web 4.0 and virtual worlds strategy. Initiatives like the CitCOM2 Testing and Experimentation Facility (TEF) and the citiverse EDIC (European Digital Infrastructure Consortium) aim to provide shared, AI-powered platforms and digital twins for smart cities across Europe, aligning with the EU’s Digital Decade program.
To understand the most critical aspects for developing citiverses for regulatory learning, the researchers conducted a Delphi-inspired online survey with 10 high-level experts, including policymakers and science advisers. The survey identified several key research priorities:

Top Research Priorities for Citiverses:
- Safe and Effective Simulation of High-Stakes Scenarios: Using citiverses to safely test policies for critical situations like public health crises or infrastructure failures.
- Psychological Factors for Trust and Engagement: Understanding how trust, engagement, and ethical decision-making are influenced within these virtual simulations.
- Scalable and Resource-Efficient Simulation Frameworks: Developing robust technical foundations for large-scale urban simulations.
- Dynamic Testbeds for Crisis and Emergency Response: Utilizing citiverses to model and evaluate responses to urban crises.
The experts also prioritized experimental topics for citiverse-based regulatory experimentation. The top five included air quality improvement, increased use of sustainable mobility, reduced energy consumption, traffic flow optimization, and urban regeneration.
However, the path to widespread citiverse adoption isn’t without its challenges. Experts highlighted several barriers, such as unclear data ownership and integration issues, the limited maturity of current technological platforms, a lack of digital skills within public administration, and skepticism regarding political and social acceptance. Concerns about sustainability, long-term risks like technological lock-in, and the need for robust evidence and validation of simulation results were also raised.
To address these, the paper proposes a science-for-policy agenda built on two core pillars:
- Building the Foundational Simulation Engine: This involves developing powerful, efficient, and realistic simulation frameworks (RA1) and using citiverses as dynamic testbeds for crisis and emergency situations (RA23). The goal is to move beyond simple visualizations to comprehensive, real-time scenario analysis.
- Ensuring Human-Centric Validity and Trust: This pillar focuses on leveraging citiverses for safe and effective simulation of high-stakes scenarios (RA5) and understanding the psychological factors influencing trust, engagement, and ethical decision-making (RA18). This ensures that the virtual insights are legitimate, actionable, and accepted by both decision-makers and the public.
The proposed agenda emphasizes a methodological approach that combines experimental prototyping and in-depth case analysis with the development of novel indicators and large-scale impact assessments, including Randomized Controlled Trials (RCTs), to rigorously evaluate the effectiveness of citiverses. This structured approach aims to bridge the gap between academic research and practical policy implementation, aligning with the EU’s commitment to human-centric, trustworthy, and ethically responsible digital transitions.
